Chinese Ambassador Gui Congyou Appreciates Sweden’s Rational Attitude towards the 2019-nCoV and Kind Support

By Xuefei Chen Axelsson

STOCKHOLM, Feb. 7(Greenpost) — Chinese Ambassador Gui Congyou published a signed article today calling for unity in front of the 2019-nCoV. He also expressed his appreciation for Sweden’s rational attitude towards the nCoV and kind support to China.

He said the 2019-nCoV has aroused wide attention. In front of this situation, the key method to fight against the virus is to avoid being panic, be united and transparent, take right preventive action and deal with it with science and ration. These are just the measures taken in China.

“Chinese government has put the people’s health and life in the first, mobilised the whole country’s resources to form an all dimensional and multi-layer prevention system, which is even stricter than the suggestions required by the World Health Organisation. ” said Gui.

Since the outbreak of the virus, a total of nearly 10 thousand doctors and nurses have been sent to Hubei to support the doctors and nurses there. Within ten more days, China built two professional hospitals specialised to deal with nCoV with the experiences of dealing with SARS in 2003. One hospital can hold 1000 beds and the other holds 1500 beds. So far 1500 patients have been cured and left the hospitals.

Gui said Chinese central government has been open and transparent in sending out the message of virus situation and strengthened international cooperation by reporting to the World Health Organisation and other world science and technology organisations. China’s action has won the appreciation of WHO’s chef Tedros Adhanom Ghebreyesus. He said on Monday there was no need for measures that “unnecessarily interfere with international travel and trade” in trying to halt the spread of a coronavirus.

About people’s worry about the economic impact on China and the world by the virus, Gui said in the short term, the impact can be seen, but in the mid and long term, Chinese economic volume and development persistence have been much bigger than the time when SARS took place, the impact will be temporary and not change the trend of being stable in the long run. The IMF Chair Woman Kristalina Georgieva has also expressed her confidence towards Chinese economy. The World Bank held that Chinese government has sufficient policy space to deal with the virus.

Ambassador Gui said the break of coronavirus is a public health crisis facing mankind and the international community should unite and cooperate to overcome this difficulty. The best curing method for the virus is to unite.

“We appreciate Sweden’s rational attitude to deal with the virus and appreciate Swedish enterprises, society and people’s support to China’s anti coronavirus campaign. Many Swedish friends cheer for Wuhan and China. This was very moving. I believe we can and we shall defeat the virus with the joint efforts of the Chinese government and people and the international community including Sweden. ” said Gui.

According to reports, from the time Wuhan announced to close down, Sweden’s Chinese communities have taken measures to collect donations and buy the masks and other medical protection stuff and sent them to China’s Hubei province where the virus breaking center and neighbouring Zhejiang province.

Swedish enterprises have also taken active measures. Ericsson was one of the companies to help build the two new hospitals in Wuhan, Volvo in Sweden announced large amount of donation.

In the early stage, Swedish DN published an article to say that people should not be panic and eating Chinese food will not help spread the virus if you are not infected.

Many Chinese circles send out the information on how to prevent the virus and inform those who just came back from Wuhan to be isolated at home for two weeks and if there is fever or cough, please call 1177.

A friend in need is a friend indeed.

Chinese Ambassador Gui Congyou on China’s Achievements and Challenges

By Xuefei Chen Axelsson

October 1 marks the 70th anniversary of the Founding of the People’s Republic of China. Upon this date, Xuefei Chen Axelsson had an exclusive interview with Ambassador Gui Congyou on Sept. 14, 2019.

Stockholm, Sept. 16(Greenpost) – Chinese Ambassador Gui Congyou has said that Chinese people under the leadership of the Communist Party of China, CPC, through unremitting efforts and hard work of the past 70 years, have experienced profound economic and social transformation from a poor and weak China to a relatively healthy wealthy society。This is a historic leap forward towards our goal of realizing the great rejuvenation  of China.

Ambassador Gui made this remark during an exclusive interview with Xuefei Chen Axelsson, chief editor and founder of Green Post(www.greenpost.se) , a Swedish Chinese media aiming at promoting sustainable development in Sweden and building bridge between China and Sweden.

“Over the past 70 years, especially over the past 40 years of development, over 1.3 billion people have all used mobile phones and internet in addition to having enough food and clothes.  China’s contribution to world economic development surpasses 30 percent.  China continues to be the second largest destination of foreign direct investment. China becomes more open minded and more confident than before. Such a China will create more opportunities for the world. ” said Gui.

A series of figures show that Chinese people’s disposable per capita income has increased nearly 60 times more than that in 1949, 20 times more than that in 1978. China’s average life expectancy reaches  77 years old and over 800 million people have been lifted out of poverty.

“China has been a good member in safeguarding the world peace, a good peace builder, development contributor and international order keeper.”

Gui said that China has planned to completely eliminate absolute poverty by 2020 and realize modernization by 2035 and basically reach the middle developed countries level by 2050 and followed this road map to go forward step by step.

He said during this process, China also initiated the Belt and Road initiative and helped those countries who like to join this initiative and shared Chinese technologies and innovations, for example the Beidou Navigation system.

Talking about challenges ahead, Gui said the Chinese average GDP has not reached ten thousand dollars yet, which is less than 20 percent of the Swedish average GDP. Chinese development is not very balanced and western regions still need further development while eastern regions have developed much better.

By the end of next year, China still needs to eradicate the absolute poverty by 10 million people(which is equivalent  almost the whole Swedish population).

Gui said China still faces the challenge of enjoying a better environment in some areas in China. But Chinese people are determined to solve its problems and challenges while developing further with higher quality. Through 70 years of development experiences, Chinese people are confident that they will realize their development goal along with achieving the United Nations 2030 development goals.

On Sino-Swedish relations,  Ambassador Gui spoke highly of bilateral relations.

“About 260 years ago, Swedish Gothenburg Boat sailed to China and opened a marine route to China. Sweden became the first western country to establish diplomatic relations with China and signed technical cooperation agreements with China.”

During the new development era, China and Sweden have become the largest trade partners with each other between Nordic countries and Asia.

So far there are 9000 Chinese students studying in Sweden and becoming the largest number of overseas students group.  In addition to Air China, Eastern Airline also opened direct flight between Stockholm and Shanghai coping with the increasing number of tourists.  China EU express also opened its maiden voyage with Swedish timber export to China last year.

About his impression on Sweden, Ambassador Gui said that Swedish King Carl Gustav VXI told him to visit all over Sweden and have a good look when he met the King.  And he did visit up north to the countryside, down to the south and east and west of Sweden. He felt Sweden is really beautiful.

He found Swedish people’s awareness of environmental protection and climate is high. And most of them are very friendly.

“I think Sweden and China are mutually complementary in green tech cooperation and environmental protection. We can deepen the cooperation in this and other  fields. ” said Gui.

About the question with media, Ambassador Gui said that media is a bridge between the two sides by expressing opinions and stances of the two sides. Only when he found some media facts were not correct, he would like to point out the facts which provide with true information.

“I found those incorrect information show that the writer has never been to China or get a full picture about China. China has really made great progress over the past years. With the rapid development of new technology, such as internet and high speed train,  China’s progress for the better also speeded up. Welcome Swedish media to visit China and have a good look. ” said Ambassador Gui.

Chinese Ambassador Gui attends Swedish Almedalensweek in Gotland

By Xuefei Chen Axelsson

STOCKHOLM, July 3(Greenpost) — Chinese Ambassador Gui Congyou attended the Swedish Almedalensweek or Politician Week in Visby, Gotland, the largest Island in Sweden.

Ambassador Gui attended the China Day organized by Chinese Chamber of Commerce in Sweden on Wednesday and gave a keynote speech titled Improve Mutual Understanding, Promote Cooperation and Pursue shared development.

“With the develpment of China and  deepening exchanges between China and Sweden, the Swedish public is more interested to learn more about China. With a “China Day” event like this, the two sides can conduct dialogues and communication to increase objective mutual understanding. This is particularly important. To observe China, one cannot use binoculars or magnifying glasses, still less should one use colored glasses, rather one needs to see China with his or her own eyes and an open mind, and see a real, multifaceted and complete China. Today’s “China Day” event is to provide friends from all sectors in Sweden a window to know more about China, build greater common grounds and facilitate cooperation,” said Gui.

Gui further illustrated that China’s development is not just about economic growth, but an all-round social development of the country. The all-round development of China helped to lift nearly 800 million people out of poverty. The largest universal health care and social security systems in the world were built, and nine-year free education now covers every student. Per capita income grew at an average annual rate of 7.4%, creating the largest middle-income group in the world. We work to build socialist democracy, develop and improve consultative democracy, and fully protect the extensive and tangible rights and freedoms of the people.

Gui said that China’s development is not just about national strength, but about peaceful development. Expansion is not in China’s DNA. China has never started a war or conflict, and never invaded one inch of territory of other countries. China’s development will not pose any threat to any country.

China’s development is not just the development of itself, but development together with the world. China’s economic growth has been contributing over 30% to global growth for many years in a row, making itself an anchor and engine for global growth and a key contributor to the implementation of 2030 Agenda for Sustainable Development of the UN. China has been actively pursuing the joint building of the Belt and Road Initiative, with a central goal to strengthens interconnectivity, which mobilizes more resources, opens more market room and unleashed more dynamism for the development of countries along the route. The initiative is widely welcomed and supported by the international community.

The world is amid changes unseen in 100 years. Profound shifts are occurring in strengths of countries and economic development models, and another cycle of technological innovation gathers momentum. At the same time, surging unilateralism and protectionism erode the mutual trust and coordination among countries, and lead to greater risks and uncertainties in world economy. No one will win from a trade war. It severely damages the multilateral trading system, the confidence of global market and directly threatens world economic growth including that of Europe and Sweden. The Chinese side agreed to continue trade talks with the US side with sincerity, but such talks should be based on an equal footing and mutual respect, and with a purpose to address the legitimate concerns of each other. On issues concerning China’s sovereignty and dignity, China will resolutely safeguard its core interests. We are willing to follow the principle agreement reached by the two Presidents, work with the US to restart the trade consultations based on equality and mutual respect, manage differences and expand cooperation. We are ready to join hands with all countries that are committed to multilateral trade system and open development, to oppose protectionism, unilateralism and economic bullying, and stand up for fairness, justice and the fundamental interests of countries in the world, Ambassador Gui said.

What does a richer and stronger China mean for Sweden? The key words are opportunities and cooperation. China’s development will not pose any threat to Sweden, but will only bring bumper opportunities for cooperation. We are willing to develop friendly relations and cooperation with Sweden with good will, sincerity and friendship. The Chinese people often say that kindness needs to be returned tenfold, which means that when other countries treat China well, we will only treat them better.

Ambassador Gui said that China and Sweden enjoy traditional friendship. Without any historical baggage or conflicting interests, we have good conditions to develop our bilateral relations. China and Sweden share similar development philosophies. Our economies are highly complementary and there is great cooperation potential. China is working to implement the new development vision of innovative, coordinated, green, open and shared development. Sweden, as the first country that proposed the concept of sustainable development, leads the world in green, innovative and sustainable development. We are each other’s largest trading partner in the Nordic region and in Asia. Last year, trade between China and Sweden reached USD 17.15 billion, hitting a new record. In the past two years, Sweden has maintained trade surplus with China, which we welcome. We are willing to further expand importation from Sweden, and we will not fight a trade war with Sweden. We need to continue to advance our traditional cooperation in trade. We also need to actively explore more common areas of ideas and interests, and explore new cooperation fields.

We welcome various sectors of Sweden to participate in the Belt and Road Initiative, strengthen dialogue and communication, synergize our respective strengths, explore cooperation that is bilateral, trilateral or even among more parties, and inject new momentum into China-Sweden practical cooperation. In November this year, China will host the second International Import Expo, and we welcome the participation of Swedish friends in the event, concluded Gui.

Almedalen Week is a week that politicians voice their policies and debate about their opinions.

This was the second year that Ambassador Gui attended the week. Last year he was interviewed by several Swedish mainstream media.

Many people said this Chinese Ambassador is different from the previous ones. It is true. Maybe the biggest difference is that this Ambassador works much harder and is willing to go to the Swedish public and talk with people. He likes to communicate with the media, the public and the entrepreneurs, whoever is interested in China.

He said his job here was just to represent a real China and to those who got the wrong facts, he also dared to speak up and correct. He represents a new generation of Chinese diplomats who were born during the 1960s and optimistic about the future and the world.

Ambassador Gui Congyou says Sino-Swedish relations will be carried forward by the young and hopes the young will play a leading role

By Xuefei Chen Axelsson

STOCKHOLM, June 10(Greenpost) — Chinese Ambassador to Sweden Gui Congyou has said that Sino-Swedish relations will be carried forward by the young.

He made the remarks at the first China Alumni reception on May 31st at the Chinese Embassy.

” It gives me great pleasure to meet so many friends representing different sectors of Sweden. Welcome to the Embassy! You all share the experience of studying, working, visiting or starting a business in China, and you all made positive contributions to cooperation and friendship between China and Sweden. On behalf of the Chinese Embassy in Sweden, I would like to extend heartfelt thanks and sincere greetings to you, and through you to everyone that has been committed to promoting friendship between China and Sweden.”

Gui said that Sweden was the first Western country to establish diplomatic ties with the People’s Republic of China, and it was also one of the first Western countries to sign an inter-governmental cooperation agreement on trade and technology, making positive contributions to China’s reform, opening up and modernization. China and Sweden enjoy long-standing cooperation. Over 260 years ago, the Gothenburg merchant vessel sailed all the way to China, opening the maritime Silk Road cooperation between the two countries. There is traditional friendship between Chinese and Swedish people, and we both hope to grow China-Sweden cooperative relations. In the nearly seven decades of diplomatic ties, China-Sweden relations maintained an overall momentum of growth, achieving fruitful outcomes in many areas of exchanges and cooperation.

In 2018, trade between China and Sweden reached USD 17.15 billion, growing by 15% and hitting a new historical record. Exchanges between our two countries in education, technology and culture are expanding. The two Governments have established mechanisms such as Education Policy Dialogue and Joint Committee Meeting of Science and Technology. There are now more than 9,000 Chinese students in Swedish universities, more than doubling that of five years ago. The exchanges and cooperation between our schools, universities and research institutes are flourishing, and cultural exchange programs such as Confucius Institute and Chinese Language Culture Festival, and performances by Chinese art groups are also warmly received by the Swedish public.

Gui said that this year marks the 70th anniversary of the founding of the People’s Republic of China, and the next year is the 70th anniversary China-Sweden diplomatic ties. In the past almost 70 years, friendship and cooperation has always been the mainstream of our diplomatic relations, and promoting further growth of our relations has always been a shared hope of our two peoples. There is great potential and bright prospects for deepening cooperation across the board between our two countries. Coming from various sectors and organizations in Sweden, you share a connection with China because of a common experience of studying, working or starting a business in China. You represent an important force for friendship between our two counties.

“Many of you are very young, and are about to go to study or work in China, which will add new momentum into China-Sweden cooperation. The root of China-Sweden relations is in the people, and the future will be carried forward by the young. I sincerely hope that you will play a leading role to promote China-Sweden cooperation in your respective field, and inject new energy and vitality into our bilateral relations. We will work with Swedish agencies to establish a China Alumni Association in Sweden, and regularly hold activities like today’s event, to provide a channel and platform for cooperation and exchanges with China. Let us work together, to continue to open new areas of China-Sweden cooperation, build new platforms, make greater contributions to friendship and cooperation for the benefit of our two peoples.

Chinese Ambassador Gui accepts interview of Chinese language media in Sweden

By Xuefei Chen Axelsson

STOCKHOLM, Jan. 2, 2019(Greenpost) –On December 29th, Chinese Ambassador Gui Congyou accepted a written interview with three Chinese-language media in Sweden including Green Post. The full text is as follows:

Q: Dear Ambassador Gui Congyou, how do you evaluate the development of Sino-Swedish relations in the past year?

A: 2018 is a very important year for both China and Sweden. The year 2018 is the first year for China to fully implement the spirit of the 19th Party Congress and the 40th anniversary of China’s reform and opening up. Sweden held a general election in September. Over the past year, Sino-Swedish relations have maintained an overall stable development, and new achievements have been made in pragmatic cooperation in various fields.

First, the two sides maintained exchanges at all levels and in various fields. The diplomatic departments of the two countries maintain regular communication. Swedish Infrastructure Minister  Tomas Eneroth led a delegation to attend the first China International Import Expo held in Shanghai in early November this year. The pragmatic cooperation of the two countries and provincial and municipal delegations frequently exchanged visits, and exchanges between the economic, trade, scientific research and education sectors were close.

Second, economic and trade cooperation continued to grow rapidly. From January to October, Sino-Swedish bilateral trade volume increased by 17% to 12.4 billion US dollars. The annual trade volume and Sweden’s trade surplus with China are expected to reach new heights. China-Sweden “One Belt, One Road” cooperation has made positive progress. China Eastern Airlines has opened a direct flight from Shanghai to Stockholm. The Swedish province of Dalarna has opened its doors to China in the city of Ganzhou, Jiangxi Province. During the first Expo, Swedish companies signed a contract worth US$500 million with China.

Third, exchanges and cooperation in science and technology, culture, and education have maintained a good momentum. Professor Chen Zhu, a famous Chinese scientist, won the Swedish Sjöberg Prize. The China Association for Science and Technology and the Royal Swedish Academy of Engineering signed a cooperation agreement. The first Chinese Culture Festival was successfully held in the King’s Tree Garden(Kungsträdgården) in Stockholm’s landmark venue. Many outstanding Chinese art groups gave performances in Stockholm, Gothenburg and Falköping  and were well received by the local people.

Fourth, China and Sweden have conducted close communication and coordination in the multilateral arena. Facing the uncertainty of the  international situation, China and Sweden firmly support multilateralism, advocate free trade and oppose unilateralism and protectionism. The two sides have conducted effective coordination within the multilateral framework such as the UN Security Council, and conducted sound communication on hot issues in the DPRK nuclear and Yemen, and jointly committed to maintaining world peace, stability and development.

At the same time, we also saw that China-Sweden relations have been disrupted by some negative factors this year. The Swedish police treatment of the three Chinese tourists harmed their basic human rights such as personal safety and dignity. The Swedish TV station produced an insulting program which caused strong indignation and solemn protests from all Chinese people and the vast number of overseas Chinese in Sweden. This has damaged the good image of Sweden in China. We continue to urge the Swedish side to openly and sincerely apologise for the above negative events. Being ignorant about China, some politicians, media and forces in Sweden have wrongly accused China  and even interfered in China’s internal affairs. These negative factors have undoubtedly created unnecessary obstacles to the development of China-Sweden friendly cooperation. We are firmly opposed to this.

In general, I feel that friendly cooperation is the mainstream of Sino-Swedish relations. Promoting the positive development of bilateral relations is the common aspiration of the two peoples. The deepening of Sino-Swedish relations has deep potential and broad prospects. China has always been committed to promoting the continuous development of China-Sweden friendly cooperation. It is hoped that the Swedish side will go hand in hand with the Chinese side. On the basis of mutual respect and equal treatment, seek common ground while reserving differences, build consensus, and achieve win-win cooperation, creating favorable conditions for the healthy and stable development of China-Sweden relations.

Q: The Swedish media has a new understanding of you. They think that you like to confront the Swedish media. You often point out their mistakes. What is your comment on this comment?

A: The media is an important bridge between the two peoples and plays an important role in enhancing mutual understanding between the two sides. I have noticed that with the rapid development of China and the continuous expansion of China-Sweden cooperation, the Swedish media is paying more and more attention to China. There are many objective and positive reports on the development achievements of China’s reform and opening up over the past 40 years. Mutual benefit cooperation in economic and trade investment, scientific and technological innovation, energy conservation and environmental protection. Such reports will help the Swedish people to fully and accurately understand China and facilitate the smooth development of bilateral relations.

At the same time, there are still some media and journalists in Sweden who look at China with colored glasses. They are full of prejudice, stereotypes, ignorance and arrogance against China, and blame China without any basis. The China they wrote about is far  from the real contemporary China. Some media only allow themselves to distort China, but they cannot allow others to speak about China’s achievements and China’s position. This is a serious violation of the moral principles of the journalism profession. It is a typical media tyranny and public opinion dictatorship, and is not conducive to the smooth development of Sino-Swedish relations. In order to prevent these false reports from misleading the Swedish people and affecting the friendly cooperation between the two peoples, we shall realistically point out their mistakes and clarify China’s position. We welcome the constructive comments of the Swedish friends, but we have to respond to some of the crimes that are completely unconventional and with prejudice. The reason that we take the trouble to  point out the mistakes that some media and journalists have made is hoping that they will join in the Sino-Swedish friendly cooperation. We hope that the Swedish people will have full access to information and understand an objective and authentic China. I hope that some Swedish media and journalists will let go of arrogance and prejudice, truly follow the professional ethics of journalism, and treat China in an objective and fair manner. As an ambassador, the door to dialogue and communication has always been open.

Q: 2019 is the 70th anniversary of China’s founding of the People’s Republic of China, and the 69th anniversary of the establishment of diplomatic relations between China and Sweden. What is your outlook on Sino-Swedish relations in this important historical period? What major events are expected to occur?

A: 2019 is the 70th anniversary of the founding of New China. It is a crucial year for winning the goal of building a well-off society in an all-round way and achieving the goal of the first century in China. On the basis of summing up the achievements of the reform and opening up experience over the past 40 years, we will start with new morale and inherit the new development concept of innovation, coordination, green, openness and sharing, and continue to strive to achieve the goals of “two hundred years” and realise the dream of rejuvenation of the Chinese nation.  This will definitely bring new important opportunities for the development of Sino-Swedish  relations.

In 2019, China and Sweden will carry out more dialogues and exchanges at all levels and in various fields to enhance the frequency of exchanges and enhance mutual understanding. The Swedish cabinet formation process is still ongoing. After the formation of the new Swedish government, we are willing to communicate with the Swedish side to jointly plan the development of bilateral relations in the next stage. The two sides should continue to expand pragmatic cooperation in various fields, implement the consensus reached, and actively expand cooperation in the fields of innovation, green economy, energy conservation and environmental protection, and high-end manufacturing, so that the two peoples can gain more sense of gain. We are willing to join hands with Swedish friends to celebrate the 70th anniversary of the founding of the People’s Republic of China and the 69th anniversary of the establishment of diplomatic relations between China and Sweden. We will carry forward the traditional friendship between the two countries and give full play to the potential of cooperation to inject positive energy and new impetus into Sino-Swedish relations.

Q: What are your will and expectations for the overseas Chinese in Sweden?

A: In 2018, the embassy resolutely implemented Xi Jinping’s socialist ideology with Chinese characteristics in the new era, upholding the principle of “diplomacy for the people”, actively implementing the party and government’s Huiqiao Huimin policy(policy that benefits overseas Chinese and Swedish Chinese), and ensuring that the motherland’s concern for the vast number of overseas Chinese is implemented. The Embassy highly appreciated and actively supported the overseas Chinese  in their efforts to build a harmonious overseas Chinese society, carry out Chinese education, and safeguard the legitimate rights and interests of compatriots in Sweden, and implemented a series of convenient measures to apply for consular documents.

In 2019, the consular department of the Embassy will be officially renamed the Consular Affairs Department. This change highlights the increasingly important position of the overseas Chinese work in the overall work of the Embassy and reflects the determination of the Embassy to better serve the overseas Chinese. I hope that through our efforts, the vast number of overseas Chinese companions will feel happier and happier. The process of China’s 40 years of reform and opening up has fully proved that the vast number of overseas Chinese are important witnesses, participants and contributors to reform and opening up. It is hoped that the overseas Chinese compatriots will seize the historical opportunity of the new round of reform and opening up of the motherland, continue to carry forward the glorious tradition of patriotism and love the country, firmly safeguard the motherland’s reunification, care for and support the development of the motherland, actively promote the pragmatic cooperation and humanities exchanges between China and Sweden, and promote outstanding Chinese culture. To make new contributions to the Chinese dream of building a well-off society in an all-round way and realizing the great rejuvenation of the Chinese nation.

2019 is coming soon, I would like to take this opportunity to extend the blessings of the New Year to the vast number of overseas Chinese. I wish you all the best in the new year, taking advantage of the development of the motherland, sharing the dividends of the motherland’s prosperity and revival, and achieving a better life pursuit.

Ambassador Gui Congyou attended the BRI summit and BRIX establishment ceremony in Stockholm

By Xuefei Chen Axelsson

STOCKHOLM, Oct. 5(Greenpost)– Chinese Ambassador Gui Congyou has said that the establishment of the Belt and Road Execultive Group has great significance.

He made the remark at the second Belt and Road Summit Forum in Stockholm on Sept. 28 when the Belt and Road Executive Group was announced to establish.

Ambassador Gui said the Swedish Boat Gothenburg opened a maritime silk road 260 years ago between China’s Guangzhou and Gothenburg in Sweden.  In 2007, a replica of the Gothenburg boat sailed to China again and Swedish King Carl XVI Gustaf also visited China then, beginning new cooperation between China and Sweden and calling for further sailing and cooperation along the belt and road route.

A week ago, belt and road initiative between Sweden and China made a milestone progress. That was the first China-Europe Freight Train started from Dalana in Sweden with full load of Swedish best timber to leave for East China’s Ganzhou city, Jiangxi province via Gothenburg and Hanberg Germany.  Sweden exported timber to China and when the train comes back, it can load Chinese agricultural products to Europe and Sweden.

Gui said President Xi Jinping put up forward the belt and road initiative, with the purpose to expand the further cooperation along the silk road countries on the current basis of infrastructure, finance and cultural fields.  For example, the cooperation between China and Khazakstan have set a good example for other countries.

He congratulate the establishment of belt and road Executive Group or BRIX and welcome others to participate in the initiative actively.

BRIX Chairman Ulf Sandmark explained the belt and road initiative and its significance in the world.  He held that BRI is not only good for developing countries to cooperate with China but also for developed countries to cooperate with China and with each other under the framework of BRI.

Stephen Brawer, vice Chairman of the Belt and Road Executive Group in Sweden, also pointed out the strategy of the BRI. He also reviewed the Forum on China-Africa cooperation FOCAC,which was held in Beijing in early September. During the summit, 53 African nations linked up with the BRI to fulfill the African Union’s Agenda 2063 for continent-wide modern infrastructure interconnectivity between all the capital African cities and the elimination of poverty.

Kitty Smyth, a UK strategy and PR senior adviser for Sino-European Public relations, said  the BRI, launched by President Xi Jinping in 2013, has a philosophical dimension of creating harmony. She then spoke about how it could foster a new type of international relations and forge partnerships of dialogue with no confrontation and of friendship rather than alliance.  Smyth advised Sweden to establish institutions capable of developing long term BRI cooperation with China.

Chairman of the CSBC   Ali Farmandeh said there is great potential for business partners in belt and road initiative.  He stressed that the BRI is much more than Chinese production of Swedish goods.  The New Silk Road is not something far away, as many in the northern corner of Europe think. Ambassador Gui Congyou has a written interview with Green Post

By Xuefei Chen Axelsson

STOCKHOLM, Aug.18(Greenpost)– Chinese Ambassador to Sweden Gui Congyou has accepted a written interview with the Chinese-English language media in Sweden Green Post or greenpost.se upon his one year anniversary of working in Sweden. The following is the full text of the interview.

Ambassador Gui Congyou (left) and Swedish Parliament Speaker Alin(Right).

Q: Dear Mr. Ambassador Gui Congyou, August 18 is the first anniversary of your work in Sweden. Over the past year, it is well-known that you have paid a visit to the Swedish king, met the parliament speaker and many Swedish government officials, you even went to the Swedish countryside and farms, from south to north, from east to west, you have visited many places and visited many people. In summary, what is your impression of Sweden?

Ambassador Gui: Sweden has beautiful environment, developed economy and Swedish people are highly educated. Sweden is a world leader especially in the field of technological innovation and green development. The Swedish people are very friendly and they are friendly to China too. This has impressed me very much. Sweden’s development achievements are driven by innovation, green and sustainable development, and open to competition. In the process of economic globalisation, the spirit of innovation and openness has enabled Sweden to absorb enormous energy and play a key role in promoting national economic and social development.
The current international situation is undergoing a complex evolution, and economic globalization is advancing in twists and turns. Sweden, like many countries, faces some challenges including helping immigrants integrate into society, responding to terrorist threats and combating organized crime. I believe that the Swedish government and people have the wisdom and ability to solve these problems and achieve better economic and social development.

Q: Since the establishment of diplomatic relations between China and Sweden in 1950, bilateral relations have made great progress in all aspects. Based on that, in your opinion, which areas should see further cooperation between China and Sweden?

Ambassador Gui: Since the establishment of diplomatic ties 68 years ago, Sino-Swedish relations have developed smoothly and achieved a series of results. In recent years, there have been frequent exchanges at various levels and in various fields between the two countries, and pragmatic cooperation in areas such as technological innovation, energy conservation and environmental protection, clean energy, smart cities, food safety, and life sciences has continued to deepen.

In 2017, Sino-Swedish trade increased by 35% to a record high of 15 billion US dollars; the cultural exchanges between the two countries have become increasingly close, and the total number of Chinese students in Sweden has exceeded 8,000. The majority of the Swedish people are friendly to China, and the government and business community are hoping to expand cooperation with China.

At today’s new starting point, the two countries have greater potential for cooperation. The development concepts of China and Sweden are compatible. It was in Sweden that the concept of sustainable development was proposed to the world in 1972, and is a world leading player in the fields of innovation, green development and environmental protection. China is also vigorously practicing innovation, coordination, green, openness, and sharing new development concepts. Sweden is a world leader in innovation and sustainable development, and Sweden’s successful development experience contributes to China’s high quality development. China and Sweden have identical positions in supporting free trade, opposing protectionism, and tackling climate change.

Both China and Sweden love peace and resolutely oppose war and the use of force or threat to use force in international relations. Both have made important contributions to the international peacekeeping cause. We can also carry out in-depth cooperation in safeguarding world peace and promoting political solutions to hot issues in international arena.
Overall, I believe China and Sweden have a good foundation and broad prospect for further cooperation. The expansion of cooperation between the two countries can fully achieve the effect of “1+1>2”.

Q: Next year will be the 70th anniversary of the founding of China. The following year marks the 70th anniversary of the establishment of diplomatic relations between China and Sweden. What are you going to do in the process?

Ambassador Gui: In the next two years, we shall usher the 70th anniversary of the founding of the People’s Republic of China and the 70th anniversary of the establishment of diplomatic relations between China and Sweden. This will bring new historic opportunities for Sino-Swedish friendly exchanges and cooperation. We look forward to working with our Swedish friends to consolidate the traditional friendship between the two countries through a series of celebrations, actively promote dialogue and exchanges between the two sides in various fields, and transform the potential of cooperation into real new achievements based on the existing cooperation results. It will benefit the people of both countries and promote the common development and prosperity of the two countries. In the past year, I have had extensive contacts with friends from all walks of life in Sweden and found that they all want to know about China. But after all, the two countries are far away from each other and exchanges are not enough. Some Swedish friends and media people still don’t know much about China, and have never been to China. Very few Swedish media have also pointed out their opinions on China, and even looked at China now with their preoccupied view point formed 40 or 50 years ago. My task is to introduce an objective, true and comprehensive Sweden to the Chinese people, introduce an objective, true and comprehensive China to the Swedish people, promote friendly exchanges and cooperation between our two countries, and build friendly exchange and cooperation bridges between the two peoples. My colleagues and I did exactly that and achieved good results. We hope that with the 70th National Day and the 70th anniversary of the establishment of diplomatic relations between China and Sweden, more Swedish friends are welcome to visit China, especially to expand the exchanges between the two sides, and to enhance mutual understanding, friendship and trust. Promote further development of China-Sweden relations and cooperation in various fields to create a positive and favorable atmosphere.

Q: Chinese President Xi Jinping proposed the “Belt and Road Initiative”. In your opinion, between China and Sweden and even between China and the Nordic countries, how can we find a match in the “Belt and Road” initiative? What are the Chinese needs for Sweden? What needs or supplies can China provide? Is there any other cooperation framework?

Ambassador Gui: The “Belt and Road” is an important international cooperation initiative proposed by President Xi Jinping. The core of the project is to interconnect the infrastructure and provides complementary advantages, promote mutually beneficial cooperation and achieve common development. The “Belt and Road” is not a unilateral imposition of China’s cooperation plan on other countries. It is not something too special. It is linked to the development strategy of the participants and is jointly discussed with other countries to formulate a cooperative construction plan. The “Belt and Road” is not a Marshall Plan. It is not China’s unilateral funding to assist other countries, but China’s joint ventures with other countries.

The results of the “Belt and Road” are not exclusive to the Chinese, but shared with the participating and partner countries. The “Belt and Road” is not a geopolitical tool, because the basic principle of China’s foreign policy is not to interfere in the internal affairs of other countries and not to engage in spheres of influence. The “Belt and Road” is not just a bilateral cooperation between China and other countries. China has carried out relevant cooperation with other countries and welcomes third parties and even more parties to participate. The “Belt and Road” is not just a one-way cooperation between China and other countries outside China. It also welcomes foreign governments and enterprises to carry out, expand and deepen cooperation with China inside China.

The “Belt and Road” is not far from northern Europe. As early as 1739, Sweden’s famous “Götheborg” voyage to China, opening the voyage between China and Sweden and the Nordic Maritime Silk Road. In November last year, the first Sino-European train between Nordic region of Kovala, Finland, and Xi’an began operation to connect the Nordic and Asian continents.
As the first Western country to establish diplomatic relations with China and the largest economy in Northern Europe, Sweden has unique advantages and broad prospects for participating in the “Belt and Road”. Sweden has always supported free trade, advocated open development, and advocated green innovation, which is highly compatible with the concept of “Belt and Road”. Swedish companies are internationally leading in infrastructure, equipment manufacturing, smart cities and green transportation. It is hoped that the Swedish friends will seize the important opportunities brought about by China’s opening up to the outside world and use the “Belt and Road” as a platform to push the pragmatic cooperation between China and Sweden to a new level.

Q: You have showned great care about overseas Chinese in the past year. In the future, what are your hopes for overseas Chinese in Sweden?

Ambassador Gui: Under the leadership of the Party Central Committee with Comrade Xi Jinping as the core, the Chinese people are united and actively strive for the Chinese dream of realizing the great rejuvenation of the Chinese nation. Overseas Chinese are an important force in achieving this great goal. Over the past year, I have worked with all the staff of the Embassy to resolutely implement the policies of the 19th National Congress of the Communist Party of China on overseas Chinese and Chinese living in Sweden, and implement the overseas Huiqiao project so that the motherland can develop and strengthen the dividends to benefit every overseas Chinese. For a long time, the overseas Chinese in Sweden have actively integrated into the local society and made important contributions to the economic and social development of Sweden. I would like to take this opportunity to extend my cordial greetings and best wishes to the overseas Chinese.

China’s development is at a new historical starting point. China is gradually approaching the center of the world stage, and is approaching the Chinese dream of realizing the great rejuvenation of the Chinese nation and has the unprecedented ability and confidence to achieve this goal. It is hoped that the overseas Chinese will continue to firmly support the great cause of the motherland’s reunification, maintaining social stability, firmly support the country’s strong development and China-Sweden friendly cooperation, and resolutely oppose any people engaged in anti-China separatist activities in any form or in any way to split our country and contribute to the Chinese dream of great rejuvenation of our nation.

Meanwhile, I hope that the overseas Chinese in Sweden will continue to actively participate in the economic and social development in Sweden and closely follow the steps of innovation and development, and better integrate personal development with Swedish development. It is also hoped that the overseas Chinese in Sweden will actively cooperate in the fields of Sino-Swedish innovation and environmental protection, put up forward your suggestions and proposals, and vigorously promote the non-governmental and cultural exchanges between the two countries, and make greater contributions to consolidating the social and public diplomacy of Sino-Swedish friendly relations and cooperation.

My colleagues and I are willing to continue to maintain close ties with the vast number of overseas Chinese and listen to their opinions and suggestions on how to further promote the development of China-Sweden friendly and cooperative relations.

Chinese Ambassador Gui Congyou visits Almo Leksand

By Xuefei Chen Axelsson

STOCKHOLM, July 28(Greenpost)– Chinese Ambassador to Sweden Gui Congyou has visited Almo Leksand Northwest of Stockholm to learn about Swedish countryside.

Goran Skarner, director of Almo Association gave a good introduction about the village saying that houses there have a history of 500 years and mostly well kept as they were.

However, this area is also very international  because a lot of Swedish in the area married with people from other countries. This has brought a lot of vitality to the area.

For example, they not only keep the old houses well, but also build new houses to attract pilots from all over the world.

He said so far there are fourty households in the area。 Each owns an airplane and can drive the airplane.  Russel is from Scotland and he came to this area three years ago.  He has a big house to hold the small airplanes and he himself is also a pilot.  He said he get to know the area through the internet.

Today there is also a tree cutting competition.  Forests workers compete with each other to see how fast and accurate to cut certain trees.

Skarner said the village is managed by different kinds of associations  to take care of various services such as roads and forests.

The activity was organized by PROFOCA, Professional Foreign Correspondents Association and attended by Xuefei Chen Axelsson, President of PROFOCA, Vice President Jorge Navarro and Secretary of PROFOCA RIc Wasserman as well as communication consultant Geetha Skarner.

Ambassador Gui Congyou Gives Exclusive Interview with Expressen

By Xuefei Chen Axelsson

STOCKHOLM, July 26(Greenpost) — On 17 July 2018, Ambassador Gui Congyou gave an exclusive interview with Arne Lapidus, journalist of Expressen, at the Embassy. Following is the full text of the interview:

Gui Congyou: Welcome to the Embassy. Our embassy is open to all Swedish friends. Instead of an interview, I would like to see our meeting today as a frank and friendly conversation. Since taking office, I have talked extensively with friends from all sectors of the Swedish society, and they all wanted to know more about China.

However, certain Swedish media and journalists, with their bias, stereotype and hostility, described China as a country without any merit. The truth is that China is developing rapidly, the life of its people is improving and China is making increasing contribution to global peace and development.

As an old Chinese saying goes, “Listen to both sides and you will be enlightened; heed only one side and you will be benighted.” It means that one can only reach a comprehensive and objective understanding of a subject after listening to all sides, whereas hearing from one side leads to a biased conclusion.

My colleagues and I, as ambassador, are willing to communicate with Swedish journalists and media, including Expressen. Some of you say that I am an ambassador with a mission. Indeed, all ambassadors from all countries have their missions.

My mission is to present Sweden to the Chinese people and China to the Swedish people in an objective, accurate and comprehensive manner, to promote friendly exchanges and cooperation between our two countries, and to build a bridge of friendship, communication and cooperation between our two peoples. That is exactly what my colleagues and I have been doing. I am encouraged by the outcomes of our efforts, and I am confident that friendly exchanges and cooperation between our two countries will be deepened.

Q: Thank you, Mr. Ambassador. It is my honor to visit the Embassy. You mentioned many areas of friendship and cooperation between China and Sweden and that you are ready for open dialogue. However, recently you and the Embassy criticized the Swedish media. Do you think that helps open dialogue?

Gui Congyou: As I said, one of my main missions is to present China to the Swedish people in an objective, accurate and comprehensive manner. Most Swedish media and journalists are friendly toward China. They cover China’s development and contribute to the friendship and cooperation between our two countries.

However, a small number of media and journalists are hostile to China. They see China as a country with no merit. It is not true at all. After our efforts to remind them have failed and for the friendship and cooperation between our two peoples, we have no choice but to point out their bias and hostility. We hope they will follow the professional ethics of journalists and stop viewing China through colored glasses. These efforts are to help these media and journalists to abide by journalistic ethics.

Q: My Impression is that the Embassy stepped up its media offensive since last Autumn. Why?

Gui Congyou: The main task of every ambassador of every country is to reach out to all sectors of the host country, including the media, to strengthen mutual understanding and cooperation through open dialogue. Since becoming Chinese Ambassador to Sweden, I talked to friends from all departments of the Swedish Government, Parliament, political parties, local governments, universities, and the business community. We discussed how to tap into the enormous potential of bilateral cooperation and facilitate the development of each other. Through talking with friends of the press, I found that though aspiration for friendship and cooperation is the norm, some certain media and journalists harbor prejudices against China. Despite significant progress achieved by China, we do not deny that some problems are yet to be resolved. To secure further development of the country and improvement of people’s life, a lot more needs to be done. We welcome constructive suggestions and criticism from friends from Sweden and other countries, but firmly oppose the attempts, by certain media and journalists with hostility and bias against China, to undermine the friendship and cooperation between China and Sweden, as it is not in the fundamental interest of our two countries and peoples. We are obligated to point out their mistakes, and hope that they will join the team for friendship and cooperation between our two countries. This is our goodwill.

Q: You talked a lot about friendship and cooperation, but we noticed that you warned if Sweden keeps pressuring China over the Gui Minhai case, the two countries’ relations might be affected. Do you believe what you said promoted friendship and cooperation? It sounds like a superpower pressuring a remote and small country.

Gui Congyou: I don’t quite agree with you calling Sweden a remote and small country. Though the Swedish population of 10 million may not seem very big, its 450,000 km² of land is the 5th largest in Europe. More importantly, it is a great power in terms of industry, science and technology, innovation, national defense and diplomacy. Sweden and China are both firmly committed to protecting free trade and addressing climate change. As early as 1972, Sweden proposed the notion of sustainable development. It is the first and most successful country in carrying out green and environment-friendly development. In terms of quality of development, Sweden is no small country at all.

On the Gui Minhai case, we have been in close communication with friends from the Swedish Ministry for Foreign Affairs. We meet at least once every week to discuss how to properly handle the case. We positively consider the Swedish side’s requests for consular access and a Swedish doctor’s visit to him. Though Gui Minhai has stated publicly that he does not want to meet anyone from the Swedish side, considering the Swedish side’s concerns, the Chinese officers are working to persuade him. I’d like to take this opportunity to give you an important update. We are working on a visa for the Swedish doctor, and we hope he will come to China as soon as possible. A certain Swedish journalist, without making efforts to learn about the close communication between the Swedish Ministry for Foreign Affairs and me, made irresponsible claims that China rejected a medical consultation by a Swedish doctor for Gui Minhai. These claims are totally inconsistent with the facts. I hope to pass the information to this journalist through you. He should stop making irresponsible claims and accusations before knowing the facts.

As for the case itself, I stressed many times when I talked to Swedish friends, that he committed serious crimes in both China and Sweden. How Sweden handles the serious crimes he committed in Sweden in the 1990s is up to Sweden, which we do not seek to interfere. But China is a country ruled by law and everyone is equal before the law. The crimes he committed in China must be dealt with under the Chinese law. It is natural for countries to have differences. But what is important is for the differences to be handled through friendly and equal-footed negotiations, instead of one side pointing fingers at the other. When some people try to pressure China to immediately release Gui Minhai, we cannot help but ask whether it is consistent with the principle of rule of law to have someone that committed such serious crimes released without trial. It is important that we deal with this case on the basis of mutual respect and equality and in accordance with the principle of rule of law. Such an approach will only improve the friendship and cooperation between our two countries, instead of damaging it.

Q: Gui Minhai has been jailed for more than 1,000 days and he was forced to make three confessions on TV. The Swedish Government said it was unacceptable. In this context, how can this case be dealt with appropriately?

Gui Congyou: Did Gui Minhai say he was forced to make confessions on TV? I have not heard of it. With a criminal like him, as long as the two countries handle the case based on the spirit of rule of law, there will not be any disputes. Chinese authorities have been investigating and dealing with his other crimes in China according to law. There is a strong concern of the Swedish Government to arrange a medical consultation for him, and we took it in consideration during the investigation process. The Chinese authorities will surely investigate and deal with the Gui Minhai case in accordance with Chinese law.

Q: Not only Swedish journalists criticize the media environment in China, the International Federation of Journalists (IFJ) also says that China’s media environment is worsening every year. What do you think?

Gui Congyou: I have never heard of that. This year marks the 40th anniversary of China’s reform and opening-up. During the past 40 years, a large number of foreign journalists came to China to work. Their coverage helped the outside world to know about China, which is an important contribution to the friendship and cooperation between China and other countries. As for the foreign journalists, including some from Sweden, who complain that the working environment in China is worsening, I suggest they reflect on their own behaviors first. Any journalist who works in another country should abide the law of that country and follow the professional ethics of journalists. To those journalists who complain about China, we might as well ask whether they have followed the journalistic ethics and the Chinese law.

Q: I am not quoting from some individual journalist, but quoting from the IFJ report, which also said China is restricting foreign journalists’ work through not giving visas to them. It seems like China is hiding something from the world, doesn’t it?

Gui Congyou: Over the past 40 years, thanks to reform and opening-up, China achieved significant progress in its economic and social development and substantially improved people’s living standards. China will continue to pursue high-quality development and deliver a good life to its 1.4 billion people. China will carry on with opening-up and our door will open even wider. We welcome more journalists to work in China and cover its development. We are open and aboveboard, and we do not try to hide anything. When you talk to the people of IFJ, please tell them what I said. We welcome foreign journalists to work in China, but they need to abide by the Chinese law and journalistic ethics. If they do, they will not have any problem working in China.

Q: Besides IFJ, Reporters Without Borders (RSF) also said that the work of foreign journalists is obstructed in China. In their report, China ranks 176th out of 180 countries, almost at the bottom. What do you think of freedom of the press in China?

Gui Congyou: My suggestion is that you go to China to see for yourself our policies and attitudes toward foreign journalists. I also have some personal thoughts on freedom of the press. Undoubtedly, there is something universal about freedom of the press, but absolute freedom of the press does not exist in any country. The prerequisite of press freedom is that the coverage needs to be based on facts that are verifiable and obtained in an honest way. These are minimum requirements of journalistic ethics. We hope that journalists can base their criticism of China on facts. To my knowledge, all countries have different degrees of restriction on freedom of the press. Take the US, the country that claims to be the most tolerant of speech, for example. There are at least nine restrictions on freedom of speech, including restriction on desecrating the national flag or burning draft-cards; restriction on jokes endangering public security; restriction on jeopardizing public order and causing riots; restriction on disturbing quiet school environment; restriction on spreading false information; restriction on hindering others’ rights; and restriction on obstructing urban traffic and violating traffic rules under the name of freedom of speech and association. These are the restrictions on freedom of speech in the US. In Sweden, I do not think there is absolute freedom of speech and press either. Sweden is preparing for its parliamentary election, where many political parties and people are calling for restriction on speeches of violence, hatred, extremism and racism. It is a subject that you know more about than me, and I hope you will share relevant information with me. As for the irresponsible comments from the so-called IFJ, they need to change their mentality first, as they cannot enjoy freedom of speech that is beyond the law or freedom of the press that goes against journalistic ethics. If one judges freedom of the press without regard to the law of the host country or journalistic ethics, one can only reach a biased and subjective conclusion.

Q: You are right. There is no absolute freedom of the press. However, almost all journalists associations criticize China, and a foreign correspondents association in China also said reporters face more and more harassment from China and that it is increasingly difficult to work in China. This seems to be in contradiction with your opinions that China is more and more open and that the working environment of foreign journalists in China is getting better and better. What is your comment?

Gui Congyou: First of all, all major countries and major media outlets across the world have resident reporters in China. I suggest you go to China personally and ask these foreign journalists working in China whether they share the same view as these so-called journalists associations. We welcome more foreign journalists to work in China, but just like any other country, we require foreign journalists to abide by Chinese law and follow the professional ethics of journalists. As to those so-called journalists organizations seriously prejudiced against the freedom of the press in China, you may ask if they have complied with relevant Chinese law and whether they have followed journalistic ethics. If not, I hope they will change their approach.

Q: IFJ also said that China has arrested more reporters than any other country in the world. In recent years, there have been altogether over 900 incidents where reporters in China were impinged upon, including more than 250 press censorship incidents, over 190 arrests, and over 80 incidents of harassment with threats. What is your comment on this?

Gui Congyou: I am not aware of the situation you mentioned. As I said, it is hoped that foreign reporters working in China will abide by Chinese law and follow journalistic ethics. They should first examine their own behaviors, instead of blaming others or even making unfounded accusations.

Q: A journalist from Expressen, Mr. Jojje Olsson, had worked in China for many years and has been covering China and written four books on China. But according to our information, his visa application to China has been denied. We would like to know why China refused such a respectable journalist who reports on China?

Gui Congyou: I don’t know this person. Is he truly a journalist? Does he have a certificate in journalism?

Q: I don’t know if he has a certificate in journalism or not. But he does publish articles on newspaper and has written books about China. Usually, we regard such people as journalists. Since he has written books, we may also call him an author.

Gui Congyou: As far as I know, since 2010, Mr. Olsson has repeatedly used invitation letters issued by Chinese business agencies to apply for visas to China for “business and procurement”. But every time he went into China, he conducted neither business nor procurement, but news reporting. In the last time, he still used an invitation letter for business and procurement to apply for a visa. We told him that his activities in China were seriously inconsistent with what he had claimed, and that if he wanted to go to China for reporting, as an international practice he should apply for a Journalist Visa. But he refused to apply for a Journalist Visa. Then of course, we refused to grant a visa to him, which is also an international practice. Now, although he is not in Beijing, he still uses the blog site “InBeijing” to publish articles. If you have a chance to meet him, please tell him we recommend that he rename his blog in accordance with his actual address. If he is in Stockholm, use “InStockholm”. If he is in Chinese Taipei, use “InChineseTaipei”. This is what we call honesty. He claimed to be an expert on China in Sweden and published a large number of comments and articles to maliciously attack China. As long as someone in Sweden makes a statement different from his point of view, he attacks that person viciously. Do you call this freedom of the press? ! We also learned that in early 2014, when Dagens Industri (DI) was recruiting a reporter to be stationed in China, Mr. Olsson applied for the job. But the night before the interview he got too drunk to be able to attend it, so he asked a friend to pretend to be him. His friend successfully passed the interview, but when DI found in the second interview that he was not the same person as they previously interviewed, they sternly refused to hire him. Do you think what Mr. Olsson did is appropriate? I’m talking about facts now, verifiable facts. You may go check their authenticity if interested. I hope that journalists will follow professional ethics and work in an honest manner. If you see him, you can tell him that I am willing to meet him. I hope he has such courage.

Q: If he comes to the Embassy to apply for a visa again, will you grant it to him?

Gui Congyou: It depends on how he reflects on the dishonest things he has done in the past. In fact, he has cheated many times to get visas in the name of doing business and procurement. According to my knowledge, there are sanctions in Sweden against those who have lost credibility for many times. Whether he can get a visa to China depends on whether he can be an honest person.

Q: You just said that China is more and more open and welcomes more foreign journalists to work there. But now almost all international journalists organizations and reporters working in China are criticizing China, saying that China is becoming less and less open and that freedom of the press in China is worsening day by day. How do you explain it? Is this a conspiracy against the great China by all reporters in the world?

Gui Congyou: As I have said, I have not heard of such comments by any international journalists organization. All major countries and major media outlets across the world have many resident reporters in China. If you would like to know foreign journalists’ work in China, I suggest you do not listen to what others say first. Go to China, have a look around, and learn the truth through your own personal experience. Of course, I am not surprised at all if these criticisms come from Mr. Olsson.

Q: Thank you, Mr. Ambassador, for doing such a long interview. Do you have anything else to tell us?

Gui Congyou: As the Chinese Ambassador to Sweden, my mission is to promote China-Sweden friendship. Therefore, shortly after I took office, I wanted to publish an article in the Swedish media to introduce my mission and promote China-Sweden friendly cooperation. We contacted several media outlets and were rejected. I hope that Expressen will actively consider publishing the article. About 270 years ago, the merchant vessel “Götheborg” made its first trip from Sweden to China and opened China- Sweden cooperation and peaceful trade along the Maritime Silk Road. China-Sweden friendly cooperation has a long history.

Q: Yes, and Sweden has built another “Götheborg” ship which visited China in 2007. It was a famous voyage. Many large Swedish companies participated and many young Swedish people learned about the historical exchanges and cooperation between China and Sweden.

Gui Congyou: Therefore, we must carry on the friendly cooperation between China and Sweden from generation to generation. I have reached a consensus with many Swedish friends that there are 100 reasons for China and Sweden to strengthen cooperation, but no single reason to hinder cooperation. There is neither historical dispute nor modern geographical conflict between our two countries. China is implementing the new concept of innovative, coordinated, green, and open development that is for everyone in an effort to achieve high-quality development. Sweden is a world leader in innovation and sustainable development, and Sweden’s successful development experience contributes to China’s pursuit for high-quality development. China and Sweden have identical positions in supporting free trade, opposing protectionism, and tackling climate change. The Swedish companies, local governments and universities I have visited all expressed the hope to export high-quality products to China, deepen friendly exchanges and cooperation with China, or recruit students from China. We are actively providing assistance for them. By the end of last year, the number of Chinese people studying in Sweden exceeded 8,000, among which about 7,000 are self-funded students. Last year, Chinese tourists registered about 400,000 bed nights in Sweden, and this number is still growing at a double-digit rate. Bilateral trade volume between China and Sweden reached USD15 billion in 2017 with a growth rate as high as 37%, and Sweden shifted from deficit to a surplus of USD900 million in trade with China for the first time. As China steers toward high-quality economic development and seeks to meet the demands of Chinese people for a better life, we need to import a large amount of premium products. We welcome the Swedish side to expand exports to China. Quality goods exported from Sweden to China will bring good profits to Sweden and help China in pursuing high-quality development and meeting Chinese people’s aspirations for a better life, which is a win-win result. Our conversation today is very meaningful, and you are welcome to the Embassy again in the future. Please also tell other friends of the media that China is more and more open and welcomes more journalists to work there. We also welcome more Swedish friends to go to China for travel, study, business, and investment.
