Opinion: Chinese Premier Li’s work report focuses on solutions for problems

STOCKHOLM, March. 9 (Greenpost) — Chinese Premier Li Keqiang made his government work report at this year’s opening of the National People’s Congress in the Great Hall of the People on March.5.

Li was talking wiht the Tibeten group during report discussion. 

In the report, he summerised about what his government did over the past year and gives an action plan for this year’s work for the people’s delegates and committee members to discuss.

In sharp contrast with leaders in 2013, since 2014, he began to talk about fight a hard war against environmental pollution.

This year he used the military words to say that to fight a war in safeguarding the blue sky.  It is well-known that the over production capacity of energy, iron and steel, real estate and car industry, heating, all these factors have caused heavy pollution in air quality. The smog covered the sky and there are many days people dislike and have to take a mask with them.

Li also called all the public to take action to solve the problem.

“Everybody has his or her duty to protect environment, we must take action together to protect our blue sky. ”

 

 

 

Li Keqiang answers journalists questions for China 2017

STOCKHOLM, March. 15 (Greenpost)– As usual, Chinese Premier gave a two hour press conference briefing journalists from all over China and all over the world about China’s overall action plan and China’s view on many questions journalists are interested in through 19 questions.

Premier was very frank and direct in answering various questions.

About China-US relations asked by CNN, he said he is still optimistic about relations between China and the United States. He said despite twists and turns between the two countries over the past years, Sino-US relations are still going forward.

He said one fundamental political foundation for Sino-US relations is one China policy. With this as a foundation,  China and US can further negotiate about economic and trade issues.

About Trump’s remarks of China stealing US jobs and currency exchange rate, Li Keqiang said as far as he knew, about more than 90 percent of the enterprise profit in China has been taken by the US and China only gained 2-3 percent.  Just last year, China has provided one million jobs to the US. Maybe the statistics from the two sides are different because they used different methods to calculate. But both Americans and Chinese are wise people and they should use their wisdom to talk about the dispute between them.  No matter what happened, the two sides should use their wisdom to expand their common interest.

He also answered questions relating to laidoff workers due to reduction of production capacity and closing down factories,  providing more jobs, innovation and establishment of businesses, currency exchange rate, finance, Sino-Russian relations, Asian Pacific regions’ order, relations across the Taiwan Straits,  tense situation in the Korean Peninsula,  China’s Property law on 70 years ownership and so on. In total, 19 journalists from China and abroad asked questions and Premier Li answered including one from France.

265259377_8It is interesting to see that how Chinese government has changed and treated media with interesting sequences.  The first question was asked by CNN on Sino-US relations.

It is an open secret that all the questions are almost set  and the CNN was picked up first to ask questions. That is an important signal that China pays great attention to questions relating to Sino-US relations while the European journalist was given a chance in the end.

Caixin, a new media was given a chance much earlier than the Xinhua journalist. It looks very much a random choice, but it covers all the areas journalists are interested in and what the Chinese government likes to say.

Of course, Premier Li is very open and frank with journalists and answered all the questions including the sensitive Taiwan and Korean issues.

About relations across the Taiwan Streets, Li said Chinese government’s attitude towards Taiwan has been consistent and will issue more policies to improve better communication between the two sides. Last year alone, about  five million tourists from the mainland to visit Taiwan Island.

No matter what happens, with one China policy as basis,  the people between the two sides belongs to the same family of Chinese and the blood ties are a good bond between the two sides.

On the Korean Peninsula issue, Premier Li said China’s principle is that there should be no nuclear proliferation in the peninsula. China is implementing the UN resolution on Korean issue.

“China hopes that all sides should relax now and sit down around the table to talk about it and solve the problem through negotiation.  With the tense situation, it is easy to resort to arms, but it will be harmful for both sides.” said Li.

About laidoff workers, Li said those workers enjoy some subsidies from their original companies and they are also looking for new jobs.  Meanwhile, they get subsidies from the government too.

Li has stressed that in many occasions that those extremely poor families without any one earning an income should get supported by the local government and the society.

About questions of the property rights, he said after 70 years of owership, Chinese people still have the right to own their apartments or houses and enjoy the right to sell them.  Relevant departments are drawing new laws to guarantee this.

In 2003, when Premier Wen Jiabao was in power, journalists ask the same questions and he said if we say it doesn’t change for 50 years, it will not change forever.  He refers to the contract of mountains and fields peasants own.  Now the questions relate to ownership of properties in cities because China has built so many houses and buildings over the past 17 years or about 20 years.

In the end, Li also answered a question about air pollution. He called on the people to help and make joint efforts to solve this problem.

“We are in developing period, we have the development pressure, but we have made several action plans and we shall do our best to make the sky blue so that the blue sky should not become a luxury.” Li answered this question to a New Beijing Newspaper reporter.

Premier calls for stronger leasing to bolster economy

BEIJING, Aug. 26 (Xinhua) — The State Council, China’s Cabinet, on Wednesday asked the country’s leasing industry to facilitate financing and bolster real economy.

Stronger leasing services can provide capital to support investment on equipment and industrial upgrades, said a statement released after a State Council executive meeting presided over by Premier Li Keqiang.

The meeting demanded less red tape, including no threshold for the minimum capital of financial leasing companies to establish subsidiaries and easier procedures for leasing equipment like ships, farming machinery, medical devices and aircraft.

More support will target high-end equipment imports and clean energy, especially services for small enterprises and agricultural development, the statement said.

Better use of “Internet Plus” will help trading of leases, second-hand equipment and leaseback business.

Internet Plus encourages the development of e-commerce, industrial networks, and Internet finance.

The meeting encouraged local governments to provide incentives and risk compensation to guide financial leasing businesses to better serve the real economy. Enditem

 

China considers amending laws to boost private schools

BEIJING, Aug. 26 (Xinhua) — Legislators on Wednesday deliberated amendments to laws on education to promote the development of private schools.

The amendments were submitted to the country’s top legislature during its bi-monthly session that started on Monday.

According to the amendments, private schools can choose their own method of operation and register as non-profit or profit-making enterprises.

Non-profit private schools will charge fees according to regulations made by local governments, while for-profit private schools can decide the fee criteria on their own.

Private schools operating in violation of the regulations and rules should be shut down. Violators should return fees and may be fined one to five times of their illegal gains, said the amendments. Enditem

 

China can promote healthy development of capital market: premier

BEIJING, July 10 (Xinhua) — China has the confidence and capability to promote the healthy development of its capital market and provide a sound financial environment for economic growth, Premier Li Keqiang said.

“China is and will face various challenges and risks during economic expansion. We will never take them lightly,” Li told a conference on the current economic situation on Thursday, according to a cabinet statement released Friday.
“We are confident that the government can ward off any regional or systemic risks in the economy and ensure we have an open, transparent, stable and healthy capital market,” said the premier.
Li’s remarks came as China is trying to arrest a stock market nosedive that devoured huge amounts of wealth in a three-week plunge.
For the premier, the country’s economic fundamentals are sound. Since the second quarter of 2015, the Chinese economy has been operating steadily with signs of improvement, according to Li.
“Economic vitality is increasing and market confidence is rebounding,” he said.
However, the premier warned that the foundation of the economy is not yet solid and external uncertainties are increasing.
“Therefore, we need to make more efforts to underpin economic growth,” said Li.
He reiterated the government’s determination to overhaul economic structure, cut redtape, encourage entrepreneurship and innovation, improve people’s livelihood, and boost public services.  Enditem

China, France prioritize partnership in industry, energy, third-party markets

PARIS, June 30 (Greenpost) — Chinese Premier Li Keqiang on Tuesday agreed here with his French counterpart Manuel Valls on expanding cooperation in industry, energy and third party markets.

Li, who is on a four-day official visit to France, said China is willing to advance practical cooperation and cement mutual trust with France.

Li suggested that the two sides should deepen industrial cooperation in fields including aviation and space, high-speed railway, steel, nuclear, oil and hydro power while increasing added value and jointly exploring third-party markets.

The Chinese premier also noted China and France should step up their cooperation in such areas as agriculture, food, health, digital economy, ocean and polar region development as well as energy efficiency.

Meanwhile, Li called for more favorable conditions to facilitate trade and investment so as to push for a dynamic balance in bilateral trade. “China backs domestic enterprises to invest in France and welcomes French businesses to expand Chinese market with their leading technology.”

Li said the two countries should deepen financial cooperation to provide support for exploring third party markets and enhance exchanges and cooperation in supervising their banking sectors.

France is a core member of the European Union and a partner of special importance for China within the organization, Li noted. “A healthy growth of China-France ties will be exemplary for China-Europe relations.”

He urged France to continue to play an active role in this regard so as to inject new vigor into China-Europe relations.

For his part, Valls said the two countries enjoy fruitful practical cooperation and a broad prospect.

He expressed his hope that France and China could strengthen their economic dialogue and deepen their cooperation in traditional areas including nuclear energy, aviation and space, agriculture and food production while speeding up interaction in such new areas as trilateral cooperation and eco-city building.

Valls called for more two-way investment and exchanges in sectors of culture and tourism.

The French side, he said, appreciated China’s actions in tackling climate change and is grateful for its efforts in working with France to prepare for the 2015 Paris climate change conference.

Li, who arrived here from Belgium after meeting with Belgian leaders and attending the 17th China-EU leaders’ meeting, is now on an official visit to France.

During his stay, he will also pay a visit to the headquarters of the Organization of Economic Cooperation and Development. Enditem
