Xinhua Insight: Subsidies to boost eco-appliances market?

BEIJING, Nov. 27 (Xinhua) — Once a largely honorary recognition of a fridge or TV’s green credentials, home appliances’ official energy-efficiency ratings are assuming more importance after the Beijing government promised firms subsidies if they score highly in the tests.

The Beijing Municipal Commission of Commerce made that promise earlier this month to makers of nine types of products, including fridges, air conditioners and water heaters.

It did not elaborate on the size of subsidy when announcing the policy, but manufacturers on its list say top-performing products labeled “grade-1” can have 13 percent of the prices refunded when sold in Beijing, and for grade-2 products, 8 percent.

The move has been hailed a step forward from the announcement by central government recently that it would favor energy-efficient appliances in government purchases and industrial projects.

China has been urging production of energy-efficient home appliances as it encourages domestic consumption and industrial upgrades and tries to make good on its commitment to fighting climate change.

It has pledged to cut carbon emissions per unit of GDP by 40 percent by 2020 from the 2005 level.

As well as shifting from fossil fuels to cleaner solar and wind power, the country is mulling tighter vehicle emission standards. According to a study by the Global Commission on the Economy and Climate, tougher energy efficient standards could cut annual global greenhouse gas emissions by 10 percent by 2030.

There is a precedent for the subsidy scheme. In 2012, the central government piloted a similar deal nationwide on fridges, air conditioners, washing machines, panel TVs and water heaters, though it ceased a year later amid concern of a market bubble.


Wang Xiaoming, general manager of the Henan subsidiary of water heater maker Usaton, said a subsidy of 13 and 8 percent is a huge boon for the home appliance industry, given the products’ low profit margins.

“If applied nationally, it will surely increase sales of energy-saving appliances and boost their production,” Wang told Xinhua.

Despite its short-lived nature, the 2012 subsidy buoyed the market and encouraged energy conservation technology in industry, he added.

The company now produces mostly grade-1 and grade-2 water heaters, while products under grade-3 are already rare in China.

There’s less of a fresh breeze blowing through the market for air conditioners though. A search on shopping website shows the best-selling air conditioners are mostly grade-3 products.

Interviews with customers also suggest the concept of energy efficiency alone may have limit appeal to price-savvy shoppers.

“When selecting an air conditioner, my priorities are still its brand, price, quality and after-sales service,” said Liu Bo, a bank clerk who has just finished decorating his apartment in the central city of Zhengzhou.

“Energy saving is good, but I may still opt for a not so energy-efficient air conditioner if it is much cheaper,” Liu added.

Liu agreed that the subsidy could increase the appeal of energy-efficient appliances, but that this depends on “how much it can reduce the price.”

Some industry observers have argued that the most profound implications of the subsidy lie in raising eco awareness among Chinese shoppers and signaling future government support for energy-saving products. Enditem


China to increase investment in Africa

BEIJING, Nov. 26 (Greenpost) — China will increase investment in Africa and buy more non-resources products from the continent, an official said on Thursday.

“China will export advanced industrial production capacity to African countries,” Vice Commerce Minister Qian Keming told a news briefing.

He said China will diversify imports from the continent and buy more products in addition to primary commodities, particularly natural resources, which account for the bulk of China-Africa trade.

He said China has deliberated for a year on the “package of cooperation proposals”, which will be announced at the Johannesburg meeting of the Forum on China-Africa Cooperation next month.

The package is based around China “helping African countries upgrade industrial structure, safeguard food security and build infrastructure,” according to the vice minister.

“To that end, China will give African countries more low-interest loans and set up funds to finance the cooperation,” said Qian. Enditem

H&M Conscious Exclusive 2016 – Historic art inspires fashion for the future

H&M has announced a collaboration with the Musée des Arts Décoratifs, located in the Palais du Louvre in Paris to celebrate the new H&M Conscious Exclusive collection. Swedish Pork to go to Chinese Table

Stockholm, Nov. 25(Greenpost)—Swedish Minister for Rural Affairs Sven-Erik Bucht is going to visit China in order to get the permit to export Swedish pork and other food product to China.


To pave the way to China, Bucht and Chinese Ambassador Chen Yuming and others held a seminar focusing on the conditions for the export of Swedish pork to China in Restaurant Formosa, in Stockholm recently.


”I have long been impressed by the Chinese cuisine. Sweden has paid great attention to use minimium antibiotics in raising animals, and Sweden has vast land for food products. So Swedish food production is focused on quality and sustainability,” said Bucht at the Lunch Seminar.

He said he will lead a delegation to China to see opportunities to increase the Swedish food exports to China. The aim is to obtain export permits for Swedish food to China. The trip will be organized by Business Sweden.


Chinese Ambassador Chen Yuming said he suggested that the delegation understand the Chinese market and relevant regulations. He believed this cooperation has great potential and cooperation in agriculture and food production can be mutually-beneficial. He likes to see more Chinese food products in Sweden too.

The Swedish side held that China is now the world’s largest food importer and imports a large part from the EU countries. But Sweden’s export to China only accounts for 0.8 percent of its total exports, mainly to neighboring countries and EU as well as America.   Thus, there is great potential for Sweden to catch up since Sweden is somewhat lagging behind in exporting to China in food products compared with its neighboring countries like Denmark.

Kött & Chark Företagen CEO Magnus Därth, HK Scan’s Magnus Sjöholm and Business Sweden’s Tobias Glittertind were also at the seminar.


In an interview with, Därth said they had gotten the permit from Sweden to export pork to China, but it still takes time to get China permit. They hope that they can get it by the end of next year.

After the seminar, participants tasted eight delicious dishes cooked by Chinese cook with Swedish pork and Chinese cooking methods—a perfect cooperation between China and Sweden.

The seminar was hosted jointly by Swedish KCF and Swedish Chinese Cuisine Association, a member of Sveriges Kinesiska Riksförbundet.


President Ye Keqing of Sveriges Kinesiska Riksförbundet, Counsellor Bai Xiaomei and Commercial Counsellor Han Xiaodong were among the participants during the seminar.

In another development,  Swedish Poultry Association is also considering to export Swedish chicken feet to China.

Chicken feet was considered as a beauty making delicacy for many Chinese women because one can taste the good taste without gaining any weight. It was also partly because chicken feet was very cheap in the past. Whether the Chinese women still think the same way, that needs to be discovered.

Another consideration to deal with China is to consider if there is any restrictions at the EU level.

Sweden proposes measures to create respite for Swedish refugee reception

Swedish Prime Minister Stefan Löfven and Vice Prime Minister Åsa Romson today announced that Sweden will reduce the reception of refugees to the minimium level in the EU.


Since the summer, the number of refugees arriving in Sweden has increased dramatically and in the last two months alone, 80 000 people have sought asylum in Sweden.

Of these, there are so many children and young people that it is equivalent to more than 100 new school classes each week. Public authorities and municipalities are now finding it difficult to cope with the pressure. Municipalities report themselves for irregularities (Lex Sarah reports) since they can no longer manage reception in a secure manner. The Swedish Civil Contingencies Agency has raised the alarm that important public services cannot cope with the strain. Sweden can no longer guarantee a roof over the head of those who make their way to our country and in the last week people have had to sleep outdoors.

Therefore, the Government now proposes measures to create a respite for Swedish refugee reception.

The Government will therefore continue to advocate a system where all countries, without compromising on individual asylum examination, take a shared responsibility for refugee reception. The Government wants the Dublin Regulation to be revised and replaced by a new, permanent relocation scheme in the EU.

Measures proposed by the Government

The Swedish legislation will be temporarily brought into line with the minimum requirements in international conventions and EU law.

With the exceptions indicated below, the legislation will apply to asylum decisions taken in the period during which the legislation is in force. It is temporary legislation, which will be in force for three years and will entail the following temporary exceptions to the provisions of the Aliens Act.

Temporary residence permits for all persons in need of protection except quota refugees.

Refugees and persons eligible for subsidiary protection who are granted protection in Sweden will be granted temporary residence permits. Refugees will be granted a residence permit for three years when their case is first examined, and persons eligible for subsidiary protection for one year. These permits will be renewable. In the case of extension, the general rule will also be that a temporary permit will be granted.

Exceptions will apply for children and their families who registered their applications before the agreement was presented and who are still in Sweden. The current rules will apply in their case, provided that the child is still under the age of 18 when the decision is taken. In addition, a permanent residence permit may be granted when the first temporary residence permit expires if the applicant can show that they have an assessed income that is sufficient to support themselves.

Quota refugees will continue to receive permanent residence permits.

Limited right to family member immigration for persons in need of protection with temporary residence permits.

Refugees with temporary residence permits will only have the right to be reunited with immediate family members. In the case of married couples, both parties will have to be at least 21 years of age to be granted the right to family reunification. Persons eligible for subsidiary protection who have temporary residence permits will not have a right to family reunification.

Tougher maintenance requirements.

A maintenance requirement will apply to all family member immigration except when refugees apply for family reunification during the first three months after having been granted refugee status.

The maintenance requirement will be broadened to include a requirement that the sponsor must be able to support family members who come to Sweden.

Persons otherwise in need of protection will not be entitled to a residence permit.

Persons in the category ‘otherwise in need of protection’ will not be entitled to a residence permit.

The provision on residence permits on grounds of exceptionally/particularly distressing circumstances will be replaced by a provision allowing a residence permit to be granted on humanitarian grounds in certain very limited exceptional cases.

There will not be any special provision on residence permits for children, but the fundamental provision on the best interests of the child will continue to apply.

The Government wants to introduce medical age determination of asylum seekers

The question of whether an asylum seeker is under the age of 18 is important for housing and care as well as for the issue of a residence permit. It is important to find a system that allows medical age determination of asylum seekers to be used in cases where there is a lack of reliable documents that can verify a person’s exact age and when doubts remain about the age that has been given.

Sweden will soon introduce ID checks on all modes of public transport to Sweden

This will mean the ID checks already in place will be supplemented by ID checks on the ferry between Helsingör and Helsingborg as well as on trains and bus traffic across the Öresund Bridge.
