路遥诞辰70周年:平凡的世界,不平庸的一生

  北欧绿色邮报网报道:“三四岁你就看清了你在这个世界上的处境,并且明白,你要活下去,就别想指靠别人,一切都得靠自己。”这是著名作家路遥在随笔《早晨从中午开始》中写下的一段话。

  今年是路遥诞辰70周年。路遥本名王卫国,生命只有匆匆四十余年。但坎坷的经历没能击败他,一部《平凡的世界》,直到今天,仍在以温暖而富有力量的文字激励了无数年轻人前行,人们记住,也记住了不认命的孙少安、孙少平兄弟俩。

  而这两个人的故事,恰恰映衬着路遥在现实世界中不平庸的一生。

  饥饿的少年时代

  1949年12月3日,路遥出生于陕北农村一个普通的农民家庭。由于家里人口众多,尽管父母辛勤劳作,但日子仍然过得十分贫苦。不得已,路遥被过继给自己的伯父,那一年,他七岁。

  在那里,他度过了自己的学生时代。伯父家的情况稍好,但生活也不宽裕。路遥依旧穿得破破烂烂,时常为买一支铅笔发愁。他坚持读完了四年初小,又参加了高小考试,从一千多名考生中脱颖而出。

  家里并没有足够的钱供他上学。生性倔强的路遥不肯听从养父的安排,去砍柴放羊,而是独自一人跑到了县城,后来通过反复谈判,家里勉强答应让他念书,但每个月只给25斤粮票。

  对路遥来说,这点粮票并不能满足基本的饮食要求。吃不饱的时候,他就跑到野地里去找点可以果腹的东西。

  记忆中的遭受饥饿折磨的生活,在路遥的心头打下了深深地烙印,以致在后来的作品《人生》、《平凡的世界》中,主人公身上,几乎都有他自己的影子。

  大学时代的路遥

  1973年,几经周折,路遥成为延安大学中文系的一名学生。

  他的生活依然简朴低调,有时候吃完饭,用开水冲一碗菜汤便是美味佳肴。上课之外,路遥把大量时间花在了读书上,《安娜·卡列尼娜》、《复活》,《红楼梦》等经典著作都在他的书单里。

  枕头旁常常摞着一尺多厚的书,是路遥住宿舍的标配。他自己开玩笑,叫“床头文学”,读书到深夜是家常便饭,随身带着的一部《创业史》更是翻来覆去地读,重要章节甚至可以背下来。

  他的大学同学曾回忆,一次大家一起去西安搜集《延安颂》的编写资料,在铜川到西安的火车上,路遥就这么一直读着书,直到火车进站。

  庞杂的阅读,为路遥创作打下了很好的基础。1974年夏,复刊不久的《陕西文艺》(今《延河》)一时缺少编辑,决定借调路遥。在那里,他很快有了发挥才华的机会,一边工作一边写作。

  没多久,路遥的长篇散文《银花灿灿》发表于《陕西文艺》1974年第五期;第二年,散文《灯火闪闪》刊发于《陕西文艺》第一期。当时,这些作品的发表在他的同学中引起了轰动,大家争相传阅。

  有了这些文学基础,毕业后,路遥如愿进入杂志社工作。

  抱病完成《平凡的世界》

  1975年,已经写出众多优秀作品的路遥冒出一个念头:写一部能够全景式展现中国当代城乡生活的小说。这就是后来读者熟悉的《平凡的世界》。

  小说写起来并不是那么顺利。他花了三年时间做准备工作,到学校、工矿、企业、机关单位走访;为了了解当时十年间国内外发生的大事,几乎翻遍了当时的报纸,直到“手指头被纸张靡得露出了毛细血管,搁在纸上,如同搁在刀刃上”。

  写第一部时,路遥是在一个煤矿,经常饿着肚子干活,直写到昏天黑地,分不清是不是天亮了;写第二部时,他住在陕北的县招待所,手掌冻僵了,就用热水捂热接着写。

  实际上,在《平凡的世界》第一部完稿后,路遥并没有获得多少赞誉,相反倒是收到一些评论家表示“失望”的态度。他难过,但却始终没选择放弃。

  然而,就在抄写《平凡的世界》第二部时,路遥的身体出现问题,开始吐血。得知消息的弟弟马上劝他停止第三部的写作,但路遥执意不听。他说,自己已经考虑好了,要用生命去结束《平凡的世界》。

  他和死神争分夺秒的赛跑。总共花费六年光阴后,《平凡的世界》终于得以成书,路遥也一举夺得“茅盾文学奖”。

  一部小说中的现实倒影

  《平凡的世界》,架构十分宏大。它以陕北黄土高原双水村孙、田、金三家的命运为中心,反映上世纪七十年代中期到八十年代中期广阔的社会面貌。其中给人留下深刻印象,无疑是孙少安、孙少平兄弟。

  孙少安从小挑起了家庭的重担,18岁凭借着“精明强悍和不怕吃苦的精神”被推选为生产队长,成了远近闻名的能人,后来还在村里盖起了烧砖窑,经历多次失败后终于成功致富。

  读书成绩很好的孙少平则渴望见识外面的世界。书的开头,他是个穷困的农村学生;书的结尾,他是个身有残疾的普普通通的煤矿工人,但从未放弃过改变命运的努力。

  他身上有着作者的影子。比如,孙少平在山里劳动休息时,会躺在黄土上,仰望蓝天白云,眼里充满泪水。《平凡的世界》里说:“他老感觉远方有一种东西在向他召唤,他在不间断地做着远行的梦。”

  这一幕,像极了当年艰难求学的路遥。

  也有读者说,孙少平也好,孙少安也罢,他们都曾是挣扎在贫困线上的年轻人,但从始至终都在凭借顽强毅力与生活抗争。他们的信念就像是火种,每个年轻人看到光亮,就不会忘记知识和希望的力量。

  平凡的世界里,不平庸的人生

  可是,当荣誉到来的时候,路遥的身体撑不住了。1992年11月17日,他因病去世,走完了他平凡但不平庸的一生。

  贫困几乎伴随了路遥一生,童年少年自不必说,从事文学创作后,这种情况也并没有多少好转。据说,他当年去领茅盾文学奖的路费,都是借的。弟弟跟他开玩笑:千万别获诺贝尔文学奖,因为找不来外汇。

  但和孙少安、孙少平不放弃一样,路遥从未放弃过写作。他说过,“只要广大的读者不抛弃你,艺术创作之火就不会在心中熄灭。人民生活的大树万古长青,我们栖息于它的枝头就会情不自禁地为此而歌唱”。

  优秀的作品总是具有强大的生命力。路遥病逝后,当时的中央人民广播电台“长篇连续广播”节目又先后两次播出《平凡的世界》,它成了一部“激励千万青年的不朽经典”。

  2018年9月,在“中国改革开放四十周年最有影响力小说”评选中,路遥的《平凡的世界》与《人生》入选。在今天,它依然拥有数不清的读者。

  著名评论家白烨说过,书中表达了人人共有的情感,尤其是有乡村文化背景的人在逆境中向上爬的勇气,“年轻人看这个书,大部分都具有这种给你加油打气的功能,这是我们对这部作品保持敬意的最大原因。”

  在路遥笔下,生活充满各种各样的不顺利,主人公大多都是于连式的小人物,但却都对未来充满希望,从未被苦难打到,这也许是路遥小说最打动人心的地方。

  许多年过去了,路遥所写的世界依旧离读者很近。他笔下那些为生活奋斗、与命运抗争的普通人的故事,仍旧令人为之动容:因为,我们总能在其中照见自己的影子。

  就像路遥在《平凡的世界》中写的那样:

  “少平现在认识到,他是一个普普通通的人,应该按照普通人的条件正正常常的生活,而不要做太多的非分之想。当然,普通并不等于庸俗,他也许一辈子就是个普通人,但他要做一个不平庸的人,在许许多多平平常常的事情中,表现出不平常的看法和做法来。”( 来源:中新网/ 记者 上官云))

新疆阿克苏果汁“香飘”海外

北欧绿色邮报网报道:21日,记者从新疆阿克苏地区商务局获悉,新疆阿克苏果企搭乘南疆集拼集运货运班列,生产的苹果浓缩汁“香飘”海外市场,今年有望创外汇突破1000万美元。

  今年10月12日,第一批载有1804吨的浓缩果汁班列从新疆阿克苏发往俄罗斯首都莫斯科,此后一月多来,连续发往莫斯科的班列共有四趟。“我们今年计划发6批次浓缩果汁,每批次都是一个专列,产品预计达1.2万吨。”阿克苏恒通果汁有限公司总经理李巨东说。

  自2012年阿克苏恒通果汁落户阿克苏以来,7年时间,共生产果汁达8万余吨,培育了1.6万户农户。2018年生产浓缩苹果汁产量达14800余吨,实现创汇收入1000万美元。2019年初通过订货会,该企业与俄罗斯客户签署了1.6万吨供货合同。

  李巨东说:“前几年果汁主要销往美国、澳大利亚、日本以及欧洲国家,2017年企业开始深耕‘一带一路’沿线国家市场,两三年来我们的产品在中亚及俄罗斯市场打开了销路,站稳了脚,现在可以说产品在这些国家很走俏。”

  今年9月新疆南部开通集拼集运货运班列以来,该企业享受到了集拼集运班列实惠,大大降低了货物的运输成本和运输时间。

  近年来,该企业在产业布局上不断延伸,积极拓展欧亚市场,利用地缘优势,产品销往新疆周边国家等地。阿克苏地区商务局外贸科负责人卡哈尔江·库尔班介绍,对于外向型企业,商务部门给予了大力的支持,通过协调发改、税务、海关等部门,为“走出去”企业提供服务便利和政策支持。同时,发挥杠杆撬动作用,进一步释放政策“红利”为企业减负,培育壮大了外向型企业实力。

  北欧绿色邮报网报道: 斯坦福大学胡佛研究所高级研究员尼尔·弗格森(NiallFerguson)21日在创新经济论坛上接受中新网采访时表示,七八年前,美国人常说设计和创新发生在美国,产品在中国组装,而现在中国已经在以非常惊人的速度创新。

  尼尔·弗格森表示,中国在金融科技领域的创新令人印象深刻,中国在电子支付等方面是全球领军者,而且中国还会继续走在前列,相反美国目前在金融科技领域的创新比较保守。

  尼尔·弗格森指出,在人口红利逐渐消退、金融边界显现的时期,只有通过创新,才能保持持续增长。中国不仅在创新,也在加强知识产权方面的保护,这是未来中国创新很关键的因素。

时评:美国终于撕下了遮羞布-不是秘密支持香港暴徒

最近,一直看到报道说香港的暴力青年是接受资金支持的,有传言说背后是美国中央情报局或者是民主基金会,但还一直不敢肯定,一直以为美国是秘密地在幕后支持香港暴乱分子。

今天,美国参议院一致通过香港民主法案, 称必要时要对香港制裁,不许香港领导人去美国,在贸易方面也要加税,对贸易最惠待遇要每年审查一次。法案说美国明确支持香港示威者。

这就是司马昭之心尽人皆知了。美国不是幕后操纵,不是秘密支持香港示威者,而是明目张胆地,公开地撕下了遮羞布,公开地承认在支持香港暴力示威者。根据寰宇电视的说法,在香港理工大学居然找到3900支汽油弹。那里的人在训练如何投掷汽油弹。难道那些人真的是大学生吗?据说,有些年轻人故意带着面具,不想让父母知道。也不和父母交流,不听父母的话。他们好像是无知的问题少年的心态。

带着黑面罩,然后,故意袭击警察,袭击普通民众,这不是恐怖行为是什么?对于这样的行为有什么理由来支持呢?难道发生在欧洲各国的恐怖行为,警察不能采取措施吗?事实是,即使是警察采取行动都很难避免无辜百姓受攻击。更不用说,现在警察不管了。而在香港,警察执法却百般受到各方攻击,受到批评,警察不管,谁来管呢?没人管,怎么来解决问题呢?这种乱的局面何时能够解决呢?难道一直让香港乱下去吗?

有的人,有的国家的个别人可能是希望看到香港乱下去。香港乱了,中国的面子也不好看,有的人一声叹息,没办法,不知道怎么解决,但是,只要出问题了,肯定是你中国共产党不行,北京不行,香港政府不行,但是,你要解决问题,这边就说要和游行示威者站在一起,你到底是想让香港问题得到解决还是不让它得到解决呢?我看有的人就是想看笑话。就是想逼着北京出手,只要你一动武,我就又有借口来批评你,封锁你,制裁你。

北京其实也不是吃干饭的,难道没看出你们这点儿伎俩吗?香港是中国的香港,没有大陆,香港不行。大陆也不愿意让香港萧条,大陆也愿意香港一直繁荣下去。但是,有些人似乎是被一时的利益驱动。不要以为年轻人都那么崇高,我看有的人就是见钱眼开。或者,他们是想有点儿出路。但是,靠暴力能有什么出路呢?根本出路在于停止暴力,让事态平息下来,重新恢复旅游业,和其他工业商业和金融。这样闹下去,香港是没有什么好处的。

笔者一直觉得美国是个大国,应该有个大国的样子,但是,自从伊拉克战争以后,就发现,美国其实霸权主义思想根深蒂固,到处煽风点火,哪里有事哪里都有她。阿富汗,伊拉克,叙利亚,非洲,拉美,到处去支持反政府势力,请问这对美国有什么好处呢?笔者以为美国之所以走向衰落,就是因为伊拉克战争是非正义的,让人看透了她的霸权本质。因此,在国际上处处碰壁。当然,她现在自己也处处收缩,捉襟见肘。但是,煽风点火扶植对手的反政府势力这一点一直没有放弃。

不过,说句实话,美国发布这样的法案对解决香港问题没有任何好处,只能是让中国尽早统一,尽早采取行动。中国人向来可以从危机中发现机会,美国的做法最终可能就是使北京不得不尽早采取行动。

不过,我也相信,北京是会坚持住的,也不会轻易钻到套子里。既然美国这样公开支持暴力,也就是说,美国连一点点的虚伪都没有了,那得到的只能是被谴责。

对于美国这种行为,只能让世人知道,原来背后的黑手真的是美国,本来还不太相信,现在真的信了。一位俄罗斯女性学者曾经说过,美国不可能永远称霸世界,是的,如果她这样下去,迟早霸权主义会终结。

Opinion: US is not secretly supporting violence in Hong Kong

STOCKHOLM, Nov. 20(Greenpost) — There has been rumours that the US was behind the scene to support Hong Kong youngsters to do violence and protest against Hong Kong government by paying the youngsters money and things so that they continue to stay in the street and continue to violate others’ human rights.

Now it is not secret any more. US senate today passed a Hong Kong democracy bill. This means the US is openly supporting Hong Kong protesters especially those gangs. Without US support behind the scene, the situation could have been better.

I feel the US actually also condemns the gangs and it seems that those gangs should be dealt with properly. But the American way of sympathising with the protestors just makes it difficult to deal with these people who even practising how to throw the bombs into the police or innocent people.

Is it normal that the students demonstrate so often now? What do they really want? Without stopping this chaotic situation, how can the problem be solved?

The US now really cannot hide any more its hypocritical face. After the first gulf war in 1991 , wherever there was problem, there would be US presence. Afghanistan, Iraq, Syrian, Yemen, Somalia, Egypt, Tunisia, on the one hand, it ignites the colourful revolution by supporting young people to rebel against the tradition, on the other hand, it will put sanctions in those areas, or directly intervene the internal affairs, support the opposition.

US doesn’t feel shameful to do so because US has crisis itself(although I was told that a lot of American people are really ashamed of their leaders) and now wants to get more upper hand. Wherever there is problem, it will stir it so that it becomes chaotic and the US will try to get benefit from it.

But I think the US thinks wrongly. Why did the US become weaker now? Just because it launched the Iraq war and then it intervened in other parts of the world. It has become notorious for its militant action. Many US generals were sent to Iraq, Syria or Afghanistan so that they couldn’t get together with their wife or daughter. Many American men were injured in the battle field just because of some warlords or government’s wrong decisions.

US Hong Kong Democracy Bill is a wrong decision which will drive China closer towards reunification. The US does not understand that the Chinese nation and the Chinese culture.

It is a serious mistake to pass this bill. It will achieve the opposite effect. Now every Chinese knows why Hong Kong has been like the current situation and the violence cannot stop. Now it is understood that it is the US who has instigated the Hong Kong situation. Before people just guessed and suspected that the US was behind. Now the Hong Kong Democracy Bill openly declared US stance and threats to sanctions against Hong Kong. Hong Kong has a lot of American business, what will be the consequences of this action?

Well done, it is better the US does that to Taiwan and other places too. Take off your mask, if the US does not trade with anyone, I wonder what will happen to this world.

Hegemony will end sooner or later.

瑞典女记者林达.赫登雍因揭露腐败获得本年度佩尔.温德尔新闻奖奖金10万克朗

“新闻可能是某人试图挖掘隐藏的东西,佩尔·温德尔的奖金只有一个目的:关注并支持这一令人震惊的日常新闻工作。新闻工作是一个团队合作,但是团队合作是基于个人记者的奉献精神,他们要追踪并从不发布好故事。 今年的研究员被比喻为刺铁丝网的斗牛梗。这是对荣誉的提及。 2019年的100,000瑞典克朗奖金授予了一名记者,她的不懈努力最终体现在围绕ÖstersundFK精英计划融资的丑闻中。

Linda Hedenljung.
Juryns motivering lyder:
”En nyhet kan vara något som någon försöker dölja, och Pelle Wendels stipendium har bara ett syfte: att uppmärksamma och understödja detta vardagssnokande nyhetsarbete. Nyhetsjournalistik är ett lagarbete, men lagarbetet bygger på enskilda journalisters hängivenhet att spåra upp och aldrig släppa taget om en bra historia. Årets stipendiat har liknats vid en pitbullterrier som käkat taggtråd. Det är ett hedersomnämnande. 2019 års stipendium på 100 000 kronor går till en journalist vars idoga insatser slutligen manifesterats i det stora avslöjandet av skandalen kring finansieringen av Östersund FK:s elitsatsning: Linda Hedenljung från Östersunds-Posten.”

– Jag kan inte med ord uttrycka hur hedrad jag är av den här utmärkelsen. Journalistik blir rätt ofta något slags blandning mellan en sprint och ett medeldistanslopp. Men arbetet kring Daniel Kindberg, Östersunds kommun och Östersunds fotbollsklubb har varit ett ultramaraton som pågått i fem år. Det har varit uppförsbacke, motvind och burop längst vägen. Jag är helt säker på att det gör att glädjen jag känner i den här stunden blir ännu starkare, säger Linda Hedenljung.

Linda Hedenljung, 41, arbetar på Östersunds-Posten sedan 15 år. Hon är utbildad vetenskapsjournalist, men förstod snabbt att hon gillade att
gräva i kommunala handlingar och dokument:

– Jag har genom åren gjort flera större gräv, däribland granskat miljonutbetalningar av EU-bidrag till jämställdhetsprojekt, kartlagt allt våld som sker i de jämtländska hemmen och undersökt skumraskaffärer inom krogbranschen.Granskningen började 2014 med en markaffär mellan byggbolaget PEAB och det kommunalägda bostadsbolaget Östersundshem.

 I april 2018 anhölls Daniel Kindberg, då ordförande för Östersunds FK och vd i kommunens bostadsbolag. I november 2019 föll domen – och det blev fängelsestraff för Kindberg och de två medåtalade.

Per Wendel-priset har delats ut varje år sedan 2006 och går till en journalist som verkar i Expressenreportern Per Wendels anda som orädd avslöjare. Han hade bland annat en stor del i avslöjandet av den så kallade Ebbe Carlsson-affären 1988, som fick till följd att dåvarande justitieminister Anna-Greta Leijon tvingades avgå.

Per Wendel avled 2005 och Expressen instiftade ett journalistpris till hans minne.

北欧绿色邮报网报道援引财新网消息(记者 单玉晓)死刑复核权收归最高法院已近13年,虽然有说法称中国的死刑执行数量下降明显,但近年来个别冤错案件暴露出死刑复核程序的弊端,其运行机制饱受质疑。死刑案件律师辩护全覆盖在复核阶段往往遭遇“最后一公里”的窘境。

  中国刑事诉讼奠基人、89岁的中国政法大学终身教授陈光中长期关注死刑复核程序,他呼吁加强死刑复核诉讼化改造,实现死刑复核阶段辩护律师全覆盖。

陈光中老教授的意见值得中央考虑,中国与欧洲西方国家的最大区别就是中国依然有死刑。死刑在一定时期内还是很难完全取消,但是,最大限度限制死刑,可以极大地保护人权。这是人权问题上的一个症结所在。中国依然是发展中国家,但是,明年,如果三大攻坚战取得胜利,就会实现全面脱贫。全面脱贫,社会保障全覆盖,必然在社会上形成安定稳定的局面。这样,离废除死刑的距离就会近一步。但首先给死刑复核阶段辩护律师全覆盖,就可以增加透明性,对社会的法律意识增强,依法治国都大大地有好处。对公平正义也有好处,减少个案冤案十分重要,这样可以减少社会个别人的极端行为和仇恨。增强社会和解。

ABBA作词人Ulvaeus表示明年斯德哥尔摩的夏天将更加生动活泼

北欧绿色邮报网报道(报道员凌芸)– 11月15日,瑞典著名乐队ABBA的作词人伯恩.乌尔维斯(Björn Ulvaeus)和他的斯德哥尔摩马戏团公司(Cirkus Cirkor)向媒体宣布,流行歌曲制作公司(Pop House Productions)和林德格林公司(Astrid Lindgren Company)将与马戏团公司合作,让斯德哥尔摩明年的夏天更加生动活波。

乌尔维斯表示他将基于瑞典的另一大文化出口品牌长袜子皮皮的故事(Pippi Longstockings)创作新的马戏团表演,并计划在2020年的6月26日于斯德哥尔摩当代马戏团馆首映节目秀“皮皮在马戏团”(Pippi At Cirkus)以此庆祝长袜子皮皮Pippi Longstocking成立75周年,该节目在首映之后还将在整个夏季持续循环播映。皇家动物园( Djurgården)的马戏团在往年夏季通常对外保持闭馆状态,但现在,Pippi Longstocking的节目秀计划将打破明年马戏团场馆仲夏日的沉寂,她将与斯德哥尔摩马戏团和乌尔维斯一起将这个夏天变得更加丰富生动。

凌:“作为庆祝Cirkus创办75周年与pippi的25周年的马戏文化活动,可以说Abba和Pippi在瑞典,中国乃至世界都有很多粉丝,我们知道它将会在明年的夏季进行持续性演出,那么除此之外你们是否还有更加长远的演出计划和演出形式?”

T:“是的。我们当然有更加长远的演出计划,比如有机会的话未来我们可以去中国巡演,希望把pippa带去世界的每个角落,当然第一步如你们所见我们在瑞典本地演出,理想状态下我们希望pippa能够每年在cirkus停留给大家带来欢乐,可以一年一度如期举办,因为马戏团在往年夏天都是关闭状态的,这样一来不仅提高场馆的利用,而且能够针对到瑞典来旅游的游客进行文化输出,比如中国游客,每年有很多中国游客在夏天的时候会来到瑞典旅游,我希望能将她带到世界的每一片角落。”

凌:“ 是的,如你们所见如今每年夏天都会有很多中国游客到瑞典来旅游,除此之外有很多华人居住在瑞典,他们包括他们的小孩都是深受这些瑞典当地的卡通文学和北欧音乐文化的影响,也非常期待能够看到更加新颖的内容。再次祝贺你们的发布会成功举办,希望后面的内容会更加精彩!”

Ma Jianzhong, Chairman of WFCMS leading a delegation Visits Sweden

STOCKHOLM, Nov. 20(Greenpost)– Ma Jianzhong, Chairman of World Federation of Chinese Medicine Societies (WFCMS) led a large delegation of over 30 members to visit Sweden in order to make academic exchanges and field study on November 13th.

This was right after they attended the 16th World Congress of Chinese Medicine which was successfully held in Budapest, Capital of Hungary. The delegation includes leading experts and specialists in the field of Chinese medicine.

       At 10:30 in the morning, Chairman Ma Jianzhong, former Vice Minister of Health, Professor She Jing, who was also founding Chairman of the World Federation of Chinese Medicine Societies, and Professor Li Zhenji, Vice founding Chairman and Secretary-General of WFCMS and other six people came to the Chinese Embassy in Stockholm at the invitation of Chinese Ambassador Gui Cuiyou.

They were warmly welcomed and Ambassador Gui made extensive talks on the development of traditional Chinese medicine acupuncture and moxibustion in Sweden, and further explored how to further promote Chinese medicine culture and relieve the suffering of the Swedish people and overseas Chinese.

Counselor Dai Gang of Science and Technology at the Embassy and President Yang Chungui of the Swedish Society of Chinese Medicine gave a detailed introduction about the operation of Swedish traditional Chinese medicine and acupuncture clinics and the exchanges and cooperation with Western doctors such as those from Karolinska Hospital.

Jiemei, a lawyer at Guohao Law Firm, introduced the work of promoting acupuncture legislation in Sweden. After the talks, the Embassy arranged a lunch for all the guests.

After thorough inspection by the leaders of the World Federation of China and the friendly consultation between the two sides, they jointly decided that the World Federation of Chinese Medicine Professional Level Recognition Department and the Swedish Society of Chinese Medicine will sign a cooperation framework agreement on the “Cooperation on the clinical superiority technology transfer of traditional Chinese medicine and the evaluation of professional titles of international Chinese medicine”.

At 3 o’clock in the afternoon, under the witnesses of the WFCMS’ leaders and Guo Hao law Firm’s lawyer Jiemei, Professor Zheng Yuexian, the chief expert of the WFCMS and President of the Swedish Association of Chinese Medicine, Yang Chungui signed this important agreement.

 On the morning of the 14th, the World Federation of Chinese Medicine Societies experts visited Karolinska Institutet. The former Nobel Prize jury chair Professor Silas introduced the Karolinska Institute and Nobel Prize evaluation process to the delegation.

In the afternoon, the delegation concluded the intense academic study tour and flew back to China with Air China.

The World Federation of Chinese Medicine Societies is an international academic organization approved by the Chinese State Council and a member of the World Health Organization. It’s a Non-Governmental Organization (NGO).

International Monetary Fund publishes assessment of Finland’s economy

Stockholm, Nov.19(Greenpost)–The International Monetary Fund’s statement assesses Finland’s fiscal policy and financial markets, among other things. It warns about risks to Finland’s general government finances.

According to news reaching here from Helsinki, the International Monetary Fund (IMF) notes that the objectives set out in Finland’s Government Programme are ambitious and deal with issues important for the economy. It also considers the loosening of fiscal policy in 2020 to be good for growth. However, the IMF warns the Government about the risks to general government finances in the medium term. It points to the challenge of getting the Government Programme implemented.

The IMF says in its statement that the growing demands of healthcare and social welfare services emphasise the importance of achieving a fiscal balance. It also states that fiscal buffers are necessary to ensure that the social welfare model can be preserved. If the global economy weakens beyond expectations, this, says the IMF, will increase the risks to Finland’s general government finances.

In the IMF’s view, effective employment measures are available, but these should not be allowed to increase general government costs in order to ensure a fiscal balance.

Minister of Finance Mika Lintilä points out that the IMF has highlighted precisely the difficult issues that the Government is very familiar with.

“The Government Programme is demanding. It is clear that the cornerstones are a fiscal balance, a restructuring of health and social services and raising of the employment rate. These will not be achieved automatically, but require determined action,” says Minister Lintilä. 

The IMF is also concerned about the continuation of household indebtedness. It welcomes the measures proposed by the working group of the Ministry of Finance and stresses the need to curb borrowing by housing companies.

The IMF’s Executive Board will discuss the country report on Finland in early 2020, along with a separate report on the equality impact and effectiveness of Finland’s taxation system and social security system.

The IMF issues corresponding statements about all its member countries as part of its country monitoring. The IMF’s visits to member countries are called Article IV Consultations, as they are required by Article IV of the IMF’s Articles of Agreement. The statement is based on IMF experts’ own assessments and on discussions they have had with Finnish authorities, labour market organisations, financial institutions, research institutes and others.

Top story: Council and Parliament reach agreement on 2020 EU budget

STOCKHOLM, Nov. 19(Greenpost)–The Council and the European Parliament today reached agreement on an EU budget for 2020 which strongly focuses on growth and competitiveness, climate action and other EU priorities such as security and management of migration.

Total commitments are set at €168.7 billion. This is an increase of 1.5% compared to the 2019 budget as amended. €1.5 billion have been kept available under the expenditure ceilings of the multiannual financial framework for 2014-2020, allowing the EU to react to unforeseeable needs.

Total payments amount to €153.6 billion, rising 3.4% from 2019. This increase reflects the continuing implementation of the 2014-2020 programmes at full speed. The aim is to ensure timely payments to beneficiaries and avoid a substantial accumulation of payment claims over the next few years, in particular in relation to cohesion policy.

The agreed figures are based on the premise that the UK will continue to participate fully in the financing and implementation of the EU budget for 2020.

Next year’s budget strengthens support for the EU’s priority areas and best-performing programmes. It also ensures a realistic approach, taking into account the interests of taxpayers and the need to cater for new challenges that may arise in 2020. The EU has set itself the goal of dedicating at least 20% of EU expenditure to climate protection in the period 2014-2020. To help meet this goal, the Parliament and the Council have agreed to increase the focus on climate-related actions in several areas such as research and development (Horizon 2020), transport and energy infrastructure (Connecting Europe Facility) and the EU’s external action. Additional funds have also been allocated to the EU’s LIFE programme, which will receive €590 million, and the European Environment Agency for recruiting new staff (+6) to support the fight against climate change.

Other important elements of the agreement on the EU budget for 2020 include the following:

  • In order to support growth and competitiveness, €25.3 billion (+7.9% compared to 2019) have been allocated to programmes under subheading 1a (competitiveness for growth and jobs). This includes more funds for Horizon 2020 (€13.5 billion in total, +8.8%), European satellite navigation systems (EGNOS and Galileo) (€1.2 billion, +74.8%) and the energy strand of the Connecting Europe Facility (€1.3 billion, +35.0%). Erasmus+ will receive €2.9 billion (+3.6%) to support youth exchanges.
  • To fight youth unemployment in the most affected regions, the envelope for the Youth Employment Initiative has been set at €145 million. 
  • In the fields of security and migration, the Asylum, Migration and Integration Fund has been allocated €949 million for management of migration, including to support the frontline member states. The Internal Security Fund will receive €501 million. Additional funding compared to 2019 will be provided for several agencies, including for new staff to be recruited by FRONTEX (+191), the European Asylum Support Office (+82), Europol (+24) and the European Public Prosecutor’s Office (+10). Eurojust will receive an additional €3.7 million.
  • The EU’s external action instruments have been reinforced to cover the EU’s contribution to the Syria pledge as agreed during the Brussels III conference on Syria and to combat the root causes of migration via the North Africa window of the EU Trust Fund for Africa.
  • As in 2018 and 2019, the pre-accession funds for Turkey have been significantly reduced compared to the draft budget proposed by the Commission (-€85 million) given the distancing of Turkey from EU values. More funds, on the other hand, have been provided for the Western Balkans.

The Council and the Parliament also agreed to further discuss the use of unspent funds from previous years related to research projects under Article 15(3) of the Financial Regulation.

Next steps

The Parliament and the Council now have 14 days to formally approve the agreement reached. The Council is expected to endorse it on 25 November. The vote in the European Parliament is scheduled for 27 November.

The most seen film at Stockholm International Film Festival 2019 is Marriage Story

STOCKHOLM ,Nov.19(Greenpost)–The 30th Stockholm International Film Festival has ended. For 12 days 150 films from over 60 countries have been screened at seven film theatres in Stockholm. About 80 directors and filmmakers has visited the festival. The most seen film was Marriage Story by Noah Baumbach.

Yesterday the 30th Stockholm Film Festival ended. It was the festivals most equal program to date, with 40% female directors. At the festival the audience could see ten Award Academy nominees from countries such as Russia, Senegal, France and Colombia. Over 1 500 theatre visitors saw the divorce-drama Marriage Story by Noah Baumbach that opened the Stockholm Film Festival 2019.  

#metoo, French cinema and organized crime was hot topics at the festival. The recipient of the Stockholm Visionary Award Céline Sciamma participated in an engaging discussion about equality and 50/50 by 2020 with Festival Director Git Scheynius and CEO at Svenska Filminstitutet Anna Serner. The actor Payman Maadi showed a new angle of Iran on the big screen, where the drug epedemi is a big societal problem. Activist and actress Rosanna Arquette that had engaging discussions with the audience about #metoo and climate change change, at the two-year Anniversary of #tystnadtagning. 

– I have been to many film festivals, but this one is my favorite, it stands out totally with its vibrant focus on film and the people around it. I’m happy to be an ambassador for the festival, säger Rosanna Arquette

The festival hit a record in the amount of sold Industry Accreditations. Netflix held a presentation about their move into Nordic film, which was described as a rock concert due to the overcrowded room. Xavier Dolan visited the festival for the third time and had a vibreting masterclass about the birth and development of Matthias & Maxime.

勒文指出,团结一致的欧盟是我们在不确定世界中的最佳资产。
开放的欧盟是瑞典增加就业和经济增长的最佳工具。
统一的欧盟是和平的最佳保证者。

Swedish PM Löfven makes statement on his government’s EU Policy

Last Saturday, it was exactly thirty years
since the fall of the Berlin Wall.

The Iron Curtain and the Cold War gave way and instead increased cooperation flourished in Europe.

Historic cooperation.

And today, twenty-five years ago,
Swedes went to polling stations throughout the country in a referendum on EU membership.

Ahead of that referendum, Sweden was alive with debate.
Stickers on coat lapels and car bumpers declared either

“Yes to Europe” or “No to the EU”.

Our identity as Europeans was not always self-evident to everyone.

Sweden had managed to stay out of the wars that had plagued the rest of Europe.

Perhaps we saw ourselves more as Skåningar,
Stockholmers or Swedes,
than as continental Europeans.

At the same time,
the EU was a unique peace project that made countries stronger through exchange and trade.

And Mr/Madam Speaker, twenty-five years ago today, a majority voted for Sweden to join the European Union. 

It is therefore particularly appropriate today – for the first time – to have the opportunity to present the Statement of Government EU Policy.

I want to present the Government’s views on the European Union
and present the five most important priorities for the coming years.

The political debate about the EU is no longer about yes or no, for or against.

Now we are discussing the substantive issues,
societal problems and Sweden’s role in the Union.

And even if we hold different views about these things,
one thing is clear:

  • A cohesive EU is our best asset in an uncertain world.
  • An open EU is Sweden’s best tool for more jobs and economic growth.
  • And a united EU is the best guarantor for peace.

Mr/Madam Speaker,

Membership of the European Union is a cornerstone for Sweden.

It is crucial to our economy, our security and our voice in the world.

Sweden is an export country, and more than 70 percent of all the goods we export – paper, cars, electronics – go to other countries in Europe.

Today, Sweden has strong influence in the EU, our voice is heard and our actions have significance.

But sometimes it has also seemed that Sweden has been in two minds about EU cooperation.

That it has not always served our interests.

Our ability to influence the EU’s decisions, direction and development is of fundamental importance to protecting our national interests.

Sweden’s point of departure must be that we participate fully in EU cooperation and are active in shaping all of its parts in a way that protects Swedish interests.

Sweden must be proactive on the issues we prioritise.

What does this mean?
It means that other countries in the EU must know that they can count on Sweden.

We can choose to opt out of some things, such as the euro. That decision remains in place.
But as a general rule, Sweden will use our opportunities to influence the EU, 
quite simply because it is a
fundamental national interest.

We take every opportunity to improve the Union.
This is why the Government wants Sweden to:

  • Join the European Public Prosecutor’s Office.
  • Continue to engage in the enhanced defence cooperation.
  • Do more in the EU to fight crime, and why we will consider membership of the banking union.

We in Sweden always try to gain traction for our ideas and create new alliances, but at the same time we know that cooperation requires compromise.

Because the alternative to cooperation is introversion and nationalism, the ultimate consequences of which we can see in Europe’s graveyards.

Mr/Madam Speaker,

To improve cooperation,
the Government considers that the five most important issues for the EU in coming years are:

  • Democracy and the rule of law.
  • The climate.
  • Jobs.
  • Migration.
  • Security.

I would like to begin with the very basis of all our work in the Union.

All Member States have agreed on a few fundamental values, including:
equality, democracy, the rule of law.

After the fall of the Berlin Wall, Europe was a continent of optimism.
There was a feeling that freedom and democracy could not be stopped.

Today, the situation is different.
In some Member States, the independence of the judicial system, the media and universities is under threat. 

This harms the entire Union.

Even if countries can hold different views on issues and need to compromise, we must all respect the fundamental values that EU cooperation is built on.

Because the history of our continent shows what can happen when we turn a blind eye to violations of democratic rights and freedoms.
But also because the entire EU project would otherwise become watered down.
Trust between countries would be undermined, investments would be lost, trade would fall and jobs put at risk.

Sweden will never compromise on
equality, democracy and the rule of law.

It is the EU’s responsibility to ensure that the rest of Europe is not tempted to do so either.

Mr/Madam Speaker,

Leading the climate transition is an enormous opportunity for Europe.

No person, company or country can manage the transition by themselves. It is as simple as that.

Here we need the EU’s forte: cooperation.

The EU must lead the transition.
Not only because it is our duty to our children, but also to strengthen our countries.

When our Member States lead the transition,
with innovation and research,
our companies have the climate-smart solutions that the whole world is looking for.

  • This improves the exporting countries’ economies,
  • creates environmental benefits in the importing countries,
  • means more jobs in Europe,
  • more money for welfare systems,
  • and strengthens the EU’s position
    when we show that a just climate transition is possible.

Herein lies the opportunity.
A climate transition now will contribute to more jobs and stronger welfare today and in the future.

  • Sweden will therefore push for a climate act at EU level. We will also work for a sharpening of the other climate legislation and for a larger share of the EU budget to go to the climate transition.
  • The EU’s goals for reduced emissions by 2030 must be sharpened so that ambitions are in line with the Paris Agreement’s 1.5-degree target.
  • And the EU must achieve net zero emissions by 2050.

The EU must take the opportunity to lead the transition, for the simple reason that we the people, our companies and the climate benefit from it.

Mr/Madam Speaker,

Men’s and women’s lives and working conditions must be improved through the EU. 

One way is by helping to create more jobs.
To make this possible
in a time of increasingly tough global competition,
the EU needs a modern and sustainable industrial policy that
is based on trade and the single market, rather than protectionism.

But the EU should not only have more jobs, we must also have decent jobs.

If you are working in Sweden, Swedish rules must be followed.
It is as simple as that.
Wage dumping and unfair competition must end.
I am proud of the success Sweden has achieved for decent jobs.
And now we are continuing.

  • The principles of the European Pillar of Social Rights must be upheld, and Sweden will continue to lead the work for a more secure labour market.
  • The Government will work for zero tolerance in the EU of fatal accidents at work.
    We want to see legislation banning carcinogenic substances in working life.
  • Our Nordic labour market model must be protected.
    It is the best in the world.
    So now that an initiative on minimum wages is under discussion at EU level, the Nordic model must be respected.

With a modern industrial sector, more jobs with decent conditions and a strong Nordic model, we will have an EU that really does improve people’s everyday lives.

Mr/Madam Speaker,

During the refugee crisis in 2015, one thing became clear:
migration must become a shared responsibility of EU Member States.
The EU has not managed this.

There have been several attempts to reach a deal on refugee policy, but little significant progress has been made.
This is deeply unsatisfactory.

In the end, everyone will have to compromise, but we must work broadly:

  • Beyond the EU’s borders, by contributing to peace and development so that fewer people are forced to try to come to Europe via dangerous routes.
  • At the EU’s borders, to smash the ruthless smuggling of human beings, save lives and have control at the borders.
  • And within the EU’s borders, to achieve a more even distribution of those people who  under the right of asylum have grounds to stay. If any Member State refuses to take their responsibility, it must come at a price.

Only through shared responsibility can the EU find a way forward.

Mr/Madam Speaker,
In Sweden, criminality is fought with the full force of society. But today’s organised crime knows no boundaries.

According to the assessment of the Swedish Police, international burglary rings account for more than half of all domestic burglaries.

And weapons that are smuggled into the Union are used in shootings in Swedish cities.

The Government will therefore take new steps to enhance EU cooperation against international crime and terrorism. We will participate where we can.

  • The Government wants to strengthen the European police and judicial cooperation: Europol och Eurojust.
    We must improve cooperation on police intelligence, evidence collection and preliminary investigations.
  • EU legislation on explosives needs to be sharpened.
  • And security at the EU’s external borders needs to be increased. Biometric verification will allow us to know who is crossing. 

This is how we will achieve a safer Union, a safer Sweden.

But, the EU must also contribute to a safer world outside the Union.

When anti-democratic forces flex their muscles,
the EU is needed as a strong voice for peace, democracy and human rights.

There are some good examples, such as the sanctions against Russia, the Eastern Partnership and the measures against pirates around the Horn of Africa. But all too often, the EU’s voice is missing in world affairs.
We should be able to do better. The fact that cooperation on foreign affairs is based on consensus can be a strength, but in practice it can also be a hindrance. One example is that the EU sometimes fails to produce joint statements on human rights in global forums such as the UN because one or more countries choose to block them.

We should therefore look at the possibility of moving from requiring unanimity to taking qualified majority decisions in certain foreign policy areas – notwithstanding every country’s right to decide its own security policy line – with the aim of strengthening the EU’s voice in these areas. This concerns issues involving human rights and international conflicts.

The United Kingdom is now in the process of leaving the Union.

At the same time, other countries want to join.

There is concern that we are moving forward too fast, that the EU is not ready to accept more members.

A lot has happened since the last enlargement and we must take this into account.

At the same time, we have good reason to enhance cooperation with our neighbouring countries. If the EU does not have a presence, other powers will fill the void.

Here, the possibility of eventually becoming a member is important.

The Government supports the idea of a review of the entire enlargement process.

The process for membership negotiations must be strict.
All criteria that have been set must be fully met and continue to be followed once a country has been accepted as a member.

Everyone should be assured of this.

This is how we will build a stronger Union.

Mr/Madam Speaker,

Many of us remember that November day twenty-five years ago,
when we said yes to European cooperation.

But there are also many who do not know Sweden as anything other than a member of the EU.

Who learned about our referendum in their history lessons at school,
studied abroad thanks to the Erasmus scheme or have been seasonal workers in another country
and perhaps see themselves as…well…Europeans.

Sweden said yes twenty-five years ago.
And we can see the power of EU cooperation today.

We have already gone from war and conflicts to peace and cohesion.

This is something to be proud of.

And the EU has improved people’s lives.
Membership has strengthened our countries.

When the EU decides something, we set a standard for the rest of the world, such as in the work against dangerous chemicals.

But we must now take the next step.
Lead the climate transition.
Continue the peace efforts.
Strengthen the cooperation.

And above all
Sweden must continue to cooperate in the EU
to improve the realities that people face,
people’s lives,
both here at home
and in the rest of Europe.
